The aim of this activity is to create a flexible instrument for stimulating independent, high quality applied research in the area of social and economic policies, introducing employing through competitive tendering. The researches to be undertaken should help the Government of Moldova in monitoring and evaluating of policy actions undertaken in the context of the NDS and other development programs and assessing their impact. Also, policy recommendations developed in the framework of researchers are expected to highlight measures necessary to meet the national needs and further approximate to EU standards.

The deployment of the PRP will strengthen the social and economic policy research capacity in the country. The research results will stimulate the public debate on economic growth and poverty reduction issues and will introduce new ideas into the debate.

The United Nations Development Programme in collaboration with the National Bureau of Statistics of RM (NBS), UNIFEM, UNFPA and UNICEF, in the framework of the Joint Project on Strengthening the National Statistical System of RM, is to provide grants (on competitive basis) for projects aimed at development of analytic researches in different fields of national economy, performed by research institutions (think-tanks, analytical groups, research institutes, etc.). The research proposals will be prepared and submitted only on the topics proposed in Annex 2. The researches should be based on the official statistical data available at present, as well as previous and on-going activities undertaken by the national partners.

ELIGIBILITY CRITERIA
Proposal is eligible for competition only if:

  1. it is prepared in accordance with the Guidelines for Researchers (Annex 3) and following the Submission Form (Annex 4), contains all three component parts mentioned in the Guidelines, and answers the purpose and requirements of the PRP and of the national stakeholders (Annex 2);
  2. activities of the Technical Proposal are stipulated clearly and are relevant for the achieving of the envisaged objectives;
  3. proposal includes an efficient and realistic work plan;
  4. should not be commissioned to employees of government institutions and subordinated agencies;
  5. it is submitted both in Romanian and in English (optional).

The qualifications that make the Applicant eligible for this assignment are:

  1. Officially registered civil society organizations or other non-profit organization with experience in the required areas;
  2. Proven records in researching and drafting analytical papers and reports for the Donors, and the Government;
  3. Proven cumulative experience of reflecting/acknowledging issues on selected research topic in research/analytical papers/reports will be an asset;
  4. Multi-sectoral expertise in all project objective sectors (education, health care, social protection, macroeconomics, gender equality, employment) including sector policies will be an advantage;
  5. Proven records of working/collaborating with the Government in assisting/supporting drafting policy recommendations/ policy reports;
  6. Availability of experienced staff/consultants in order to respond effectively to the present requirements;
  7. Working experience with UNDP and other international organizations in the area of research/analytical report development;
  8. High-level of proficiency of consultants in state language; Good knowledge of English would be an asset;
  9. Adherence to/observation of the standard and principles of the UN.
