The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the above-referenced subject. Your offer, comprising of a Technical and Financial Proposal, in separate sealed envelopes, should be submitted in accordance with Section 2.
Offers shall be clearly marked with “RfP14/00808: eCase Information System” UNDP Moldova will organize on its premises a pre-bidding conference on 17 June 2014 at 11:00. Representatives of all interested applicants are invited to attend. To confirm participation, please send a message to lidia.marchitan@undp.org by close of business on 16 June 2014.
Offers can be submitted either in hard copy, or electronically. Offers received by fax will be rejected. Incomplete offers shall not be examined. a) Documents/offers in hard copy need to be submitted in a sealed envelope and addressed to: b) Offers sent electronically need to be addressed to the following e-mail address: UPDATE 06/06/2014: Pursuant to Clause 11 of the Instruction to Proposers, UNDP Moldova is hereby amending the solicitation documents. Section 3 (Terms of Reference) of the Request for Proposals document is amended to include additional information and/or make certain corrections in various of its parts. Changes are marked in red within the document. The amended version of Section 3 is published below. Annex 1 to Section 3 (Terms of Reference) of the Request for Proposals document is also amended in line with changes made above and is published below. Figure 5 (“Generic workflow within the GPO and its territorial offices”) on page 10 of the Terms of Reference is published below as a separate file in a better resolution and quality. UPDATE 11/06/2014: Pursuant to Clause 11 of the Instruction to Proposers, UNDP Moldova is hereby amending the solicitation documents. Amendment no. 2 to the Request for Proposals document is published below. Changes are marked in red within the document. In accordance with the amendment, the date of the pre-bidding conference is changed to 18 June 2014, 11:00 (Moldova local time). Also, an explanatory note is added to entry no. 25 of the Data Sheet. UPDATE 16/06/2014: Pursuant to Clause 11 of the Instruction to Proposers, in the result of clarification questions received from prospective offerors, UNDP Moldova is hereby amending the solicitation documents. Section 3 (Terms of Reference) of the Request for Proposals document is amended to include additional information and/or make certain corrections in various of its parts. Changes are marked in blue within the document. Annex 1 to Section 3 (Terms of Reference) of the Request for Proposals document is also amended in line with changes made above and is published below. UPDATE 24/06/2014: Minutes of the Pre-bidding Conference held on 18/06/2014 are now published below, along with templates of reporting forms currently used by GPO. UPDATE (2) 24/06/2014: A second set of clarification questions received from prospective offerors as of 24 June 2014 and respective answers is published below. UPDATE 25/06/2014: Pursuant to Clause 11.2 of the Instruction to Proposers, in order to afford prospective Proposers reasonable time to consider the amendments and clarifications made to the solicitation documents, UNDP Moldova is hereby extending the deadline for submission of Proposals.
