JILDP/UNDP seeks consulting companies (hereinafter the Offeror) to develop and implement separate ‘capacity building packages’ for local governments from 30 JILDP target communities in the fields of: (1) human resource management; (2) local public finance management and tax collection, (3) public procurement and public property management. The capacity building packages will consist of such activities as developing and delivering training programs and then coaching LGs in improving internal regulations and procedures to enhance good governance and public management in local government in a gender-sensitive and rights-based manner.

The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the above-referenced subject.

Your offer, comprising of a Technical and Financial Proposal, in separate sealed envelopes, should be submitted in accordance with Section 2.

Offers can be submitted either in hard copy, or electronically. Offers received by fax will be rejected. Incomplete offers shall not be examined.
