Background:
The promotion of transparency and openness in local governments’ operations, the initiation of change and anti-corruption campaigns at local level are relevant in advancing the UNDP/Integrated Local development Programme (ILDP) strategic objective on supporting the Local Public Administration (LPA) to operate in a more effective and transparent manner as a means of bringing government and citizens together in a positive relationship. In the period October 2008-January 2009, ILDP has assisted 5 towns (Rezina, Soldanesti, Drochia, Cimislia and Ialoveni) in elaborating their Transparency and Anti-corruption strategies and is now assisting them in implementing most stringent priorities from them.

Requested Services:
UNDP/ILDP seeks consulting organizations with a team of consultants that have potential capacity and expertise to undertake the following tasks:

  • Assess  the current status of Public Acquisition and Issuing of Construction Documents procedures  in Ialoveni and Cimislia Town Halls;
  • Elaborate the Standards and Procedures for the improvement of Public Acquisition and Issuing of Construction Documents in the above-mentioned Town Halls;
  • Elaborate the Electronic Database of Public Acquisition and Issuing of Construction Documents record and accessible to citizens;
  • Provide trainings to Town Hall’s staff in the use of the elaborated Standards and Procedures and Electronic Database.

Eligibility:

  • Officially registered legal entity as per Republic of Moldova regulations;
  • Strong knowledge of Local Governments system: local public services management and delivery, public acquisitions, issuing of construction documents, public relations, etc.;
  • At least 3 years of experience in: working with local public authorities; training local stakeholders; projects’ management;
  • Qualified team of experts with economic, public administration and sociological backgrounds (excellent analytical and reporting skills);
  • Experience in elaborating/adjusting Electronic Databases;
  • Demonstrated capacity to properly manage a contract/subcontract/grant under a donor funded effort.
