Background:

The “Protection and Empowerment of Victims of Human Trafficking and Domestic Violence” Project was formulated within the United Nations Development Assistance Framework (UNDAF) for the period of 2007 to 2011, which was agreed upon between the Government of Moldova and the UN Country Team, including UNDP, UNFPA, and IOM.

The participating agencies (UNDP, UNFPA, IOM Mission, and OSCE Mission) and national implementing partners (Ministry of Social Protection, Family and Child (MoSPFC) and the Ministry of Local Public Administration (MLPA) will cooperate to address critical human security issues in Moldova. In particular, they will respond to the special needs of victims of human trafficking and domestic violence for enhanced protection and empowerment.

Requested Services:

UNDP/ILDP seeks local or international consultancy organization with a team of consultants that have potential capacity and expertise to assist the Local Public Administrations (see the communities by LOTs) in:
(i) identifying actual development trends and priorities at the town and communities levels;
(ii) elaborating Local Development Strategies and Action Plans.

IMPORTANT NOTES:

1. The present RFP consists of 4 (four) LOTs. Each LOT is being associated to a TOR (Annex III, Addendums). The Offeror may submit a Proposal covering one or more LOTs.

  • LOT 1. – Assistance to LPAs of Grigoriopol town and rural communities of Malaesti, Carmanovai, Speia, Taslic, Butor from Transnistria region. (Addendum 1)
  • LOT 2. - Assistance to LPAs of the Vulcanesti rayon, Vulcanesti town and rural communities of Carbalia, Cişmichioi, Etulia from Vulcanesti rayon. (Addendum 2)
  • LOT 3. - Assistance to LPAs of Anenii Noi town and rural communities Calfa, Roscani, Hirbovaţ, Cobusca Veche, Merenii Noi, from Anenii Noi rayon – (Addendum 3)
  • LOT 4. Assistance to LPAs of Rezina rayon, Rezina town and rural communities: Papauti, Meseni, Ignatei, Saharna Noua, Tareuca, from Rezina rayon (Addendum 4)

2. Pre-bidding Conference/Clarification meeting for Offerors is scheduled for 23 April. 2009, 16:00 (local time) to be held in UN House, Conference Room (address: 131, 31 August 1989 Street, Chisinau)

Eligibility:

UNDP seeks local or international consultancy organization with a team of consultants that have:

  • At least 5 years of experience of consultancy in local development, capacity development for local public administration, strategic planning, monitoring and evaluation at the local level;
  • Proven record of undertaking functional and socio-economic analysis at the local level;
  • Relevant experience in Moldova including Transnistria region would be an advantage;
  • Excellent analytical and report writing skills;
  • Ability to communicate in Russian would be an advantage.

Important Note for Offerors submitting proposals in electronic format/via e-mail:

Having prepared the Proposal in paper format as specified in Clause "D. Submission of Proposals" hereof, the entire Proposal should be scanned or otherwise converted into one or more electronic .pdf (Adobe Acrobat) format files and attached to one or more E-mails. The Subject line of the E-mail(s) should state: "Technical Proposal: Support for Local Public Authorities LOT 1/LOT 2/LOT 3/LOT 4 – ILDP" and separate e-mail "Financial Proposal: Support for Local Public Authorities LOT 1/LOT 2/LOT 3/LOT 4 – ILDP" - "DO NOT OPEN IN ADVANCE." The opening of the financial proposal must be secured with the password protected ZIP archive by the Offeror, which will be given to the procuring UNDP entity upon its request after the completion of the technical proposals evaluation.

To assist procuring UNDP entity in the assurance of transparency, it is recommended that, prior to sending the Email(s), Offerors should open "Options", then "Voting and Tracking Options" and select "Request a delivery receipt for this message" AND "Request a read receipt for this message". This option path is for Microsoft Office Outlook software. Other software should offer similar options, although the path and wording might be somewhat different.
