The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified NGOs to monitor participation of women and representatives of vulnerable groups in 2011 general local elections in 10 pilot Rayons.

Offers can be submitted in hard copy only. Offers received by fax will be rejected. Incomplete offers shall not be examined.
