The purpose of this Request for Proposal (RFP) is to solicit proposals from the qualified companies to assist the Local Public Administrations (LPAs) of the target rayons, towns and rural communities in:

(i) the assessment of existing institutional, organizational and functional capacities of each target local public authority using the UNDP adjusted methodology

(ii) elaborating Capacity Development Plans (CDP) for the targeted LPAs for the improvement of institutional, organizational and functional capacities

(iii) providing technical support to implement identified capacity improvement priorities for a better planning, budgeting, implementing, monitoring and evaluating in accordance with Human Rights Based Approach and Gender Equality.

Your offer comprising of technical proposal and price schedule/financial proposal, in separate sealed envelopes, marked with “RFP: Support target LPAs in strengthening their capacities to plan, budget, implement, monitor and evaluate in an efficient manner LOT 1/LOT 2/LOT 3 – JILDP” should reach the UNDP office no later than 15 October 2010, 16:30, local time.
