Offers can be submitted either in hard copy, or electronically. Offers received by fax will be rejected. Incomplete offers shall not be examined.

You are requested to submit a proposal for the analysis and elaboration of recommendations on taxation, financial reporting and accounting framework related to PPP services, as per enclosed Terms of Reference (TOR).

Your offer comprising of technical proposal and price schedule/financial proposal, in separate sealed envelopes, marked with “RFP: Services for the analysis and elaboration of recommendations on taxation, financial reporting and accounting framework related to PPP” should reach the UNDP office no later than 31 March 2010,16:30, local time.

UPDATE 15/04/2010: The competition deadline is extended until 26 April 2010, 16:30 (local time). Clause 6 of the Instructions to Offerors is hereby amended to now read as follows:

6. Language of the proposal.
The Proposals prepared by the Offeror and all correspondence and documents relating to the Proposal exchanged by the Offeror and the procuring UNDP entity shall be written in the English or Romanian languages. Any printed literature furnished by the Offeror may be written in another language so long as accompanied by an English and/or Romanian translation of its pertinent passages in which case, for purposes of interpretation of the Proposal, the English or Romanian translation shall govern.

All other terms and conditions, except as amended herein, shall remain unchanged and shall continue in full force and effect.
