The purpose of this Request for Proposals (RFP) is to solicit proposals from the qualified companies to develop the“e-Forms Processing System for Statistical Reports for the National Bureau of Statistics of the Republic of Moldova according the TOR ANNEX III.

The offers shall be comprised of two parts: technical and financial. Each part is presented in sealed envelopes. The Offers from Consortia formed by foreign companies and companies registered in Moldova will be accepted for evaluation.

The Contract will be awarded to the Company (Consortia) with the proposal that will have the highest score according to evaluation criteria.

Minimum Qualifications for Companies/Consortia:

• At least 5 years of proven technical knowledge and experience in the field;
• In-depth knowledge and understanding of ICT and e-Governance development issues and relevant work experience;
• Experience in project and programme implementation in e-government development;
• Proven experience in designing and conducting similar works in ICT. Knowledge of and/or experience in the region of Central and Eastern Europe would be highly desirable;
• Knowledge of ICT policies and regulatory framework of the Republic of Moldova will be an advantage;
• Ability to analyze, plan, communicate effectively orally and in writing, draft reports, solve problems, organize and meet expected results, adapt to different environment (cultural, economic, political and social);
• Core staff of the implementing company has to communicate in Romanian orally and in writing. For managerial and support staff the knowledge of English language would be an advantage.
