Background
In December 2015 the Conference of Parties (COP) to the United Nations Framework Convention on Climate Change adopted the Paris Agreement, which marks an important beginning towards strengthening of the collective global response to climate change. While the agreement is intended to expedite implementation of the Convention, it urges the countries to limit the increase in the global average temperatures to well below 2°C and to pursue actions limiting temperatures increase to 1.5 °C. Further, the Paris Agreement supports countries to increase their adaptation capacity to adverse impacts of climate change and to foster climate resilience and low greenhouse gas emissions development. Moldova is party to the Convention on Climate Change since 1995, enclosed in the group of non-annexed countries which are not bound to reduce greenhouse gas emissions, but may benefit from support offered by developed countries for the implementation of technologies with an advanced level of energy efficiency and reduced GHG emissions. Additionally, the country associated itself with the Copenhagen Accord (COP 2009) and through the submitted Intended Nationally Determined Contributions, it aims to achieve a country-wide unconditional target to reduce its greenhouse gas emissions by 64-67 percent below its 1990 level in 2030. The reduction target could be increased to 78 percent below the 1990 level, conditional to a global agreement on low-cost financial resources, technology transfer and technological cooperation. In support to this, Moldova has expressed its commitment to sign the Paris Agreement in autumn 2016 creating a momentum for further domestic actions towards low-carbon and climate-resilient future. The objective of this work is to support the negotiation team of Moldova for the Paris Agreement in preparation of the ratification instruments in line with Government Decision no. 442/17.07.2015 on approval of Regulation on conclusion, implementation and termination of international treaties of Republic of Moldova. Financial proposal
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
