Background

In early 2012 the UNDP Moldova launched a 3-year “Support to Confidence Building Measures” Programme (SCBM Programme), funded by the European Union and co-funded and implemented by the UNDP Moldova. The overall objective of the Programme is to build confidence between Moldova and the Transnistrian region by promoting economic and social development of communities and involving local authorities, civil society organizations, business community and other stakeholders in joint work.

Specific objectives of the SCBM Programme are:

-       To enhance economic development in the Transnistria region and the security zone and contribute to economic rapprochement between the two banks of the Nistru River by promoting cross-river exchanges and expanding the range of catalytic business support services;

-       To empower local communities and actors from both sides to participate in collaborative projects addressing pressing development needs and ensure the delivery of essential public services;

-       To address common environmental development concerns by creating opportunities and platforms for joint collaboration from both banks;

-       To foster civil society development by enhancing the capacity of NGOs to generate activities which promote cross-river collaboration and address key development needs.

In order to achieve these objectives the SCBM Programme has selected, through a competitive process, a range of implementing partners, including NGOs, vendors and experts. The Consultant under this ToR will assist SCBM Programme team with the verification of financial reports submitted by the implementing partners, beneficiaries and contractors under all Programme components: Business Development, Civil Society and Community Development.

Scope of work

In order to achieve these objectives the SCBM Programme has selected, through a competitive process, a range of implementing partners, including NGOs, vendors and experts. The Finance Consultant under this ToR will assist SCBM Programme team with the verification of financial reports submitted by the implementing partners, beneficiaries and contractors under all Programme components: Business Development, Civil Society and Community Development.

Requirements for experience

Academic Qualifications:

  • University degree in finance, accounting, economy, business administration, or other relevant field. Specialized certificates in finance, booking, auditing would constitute an advantage. Qualified accountants from internationally recognized accounting institutions will have an advantage.

Years of experience:

  • At least three years of experience in the area of finance, accounting, auditing, or verification of budgets and finance reports is required. Specialized experience in NGOs accounting, donor funded projects finance management and knowledge of the public procurement procedures will be considered as strong advantages;
  • Working experience in Transnistria region and/or projects financed by European Commission, or other international organizations, including the UN Agencies will be considered an advantage;

Competencies:

  • Practical experience in working with excel spreadsheets, databases, budgets; and finance reports checking ensuring that the incurred expenses are accompanied by the appropriate finance back up documentation, are VAT exempted, are within the approved budgets and comply with UNDP and European Union procurement and finance rules and regulations;
  • Proven experience in providing support to grantees, beneficiaries, contractors on finance reporting issues and recommending corrective measures as needed related to finance reporting. Conducting finance monitoring visits to SCBM grantees, beneficiaries, contractors as needed in order to provide assistance;
  • Strong computer skills, including experience of working with Microsoft Office, MS Word,  Excel spreadsheets, databases, financial and accounting software;
  • Fluency in Romanian and Russian; basic knowledge of English would constitute an advantage;
  • Ability to meet deadlines and prioritize multiple tasks, responsibility, initiative and flexibility.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Cover letter, explaining why they are the most suitable for this position;

2. Financial proposal in USD, specifying the daily fee;

3. Updated P11 form (found at the UNDP Moldova website), including past experience in similar projects and 3 references.

Financial proposal

The financial proposal will be established in USD and will specify the daily fee. The payment for services provided by the Consultant under the SCBM Programme will be made post factum on a lump-sum basis (once a month), as per contract, and after the work will be accepted by the SCBM Project Manager in accordance with the deliverables schedule agreed prior to the signature to the contract.
