Background

The “Support to Justice Sector Reform in Moldova” Project is implemented by UNDP Moldova with the support of the Democratic Governance Thematic Trust Fund (DGTTF) and in cooperation with the Ministry of Justice and the National Legal Aid Council.

This Project is based on two components. The first component (Ministry of Justice component) is designed to enhance capacities of the Ministry of Justice (MoJ) to develop, coordinate and implement justice sector reform measures. The project seeks to address urgent short-term capacity needs of MoJ.

The second component of the Project (Youth and Legal Aid component) is oriented to expedite achievement of MDGs in Moldova by mobilizing currently passive vulnerable youth around key social rights areas, including health, education, housing, social protection, work and employment. The project seeks to further strengthen the capacity of the National Legal Aid System Guaranteed by the State and empower vulnerable youth to use this framework in order to seek remedies in the national justice system.

Through a combination of different tools the Project will mobilize vulnerable youth around strategic advocacy themes. Involving the existing and emerging youth networks, grass-roots NGOs and legal clinics the action will bring together diverse vulnerable youth groups to consider most pressing human rights issues. Activities will include also training sessions and street law activities that will seek to strengthen understanding of key human rights and to facilitate articulation of various human rights issues faced by persons/groups. Following the articulation of a variety of human rights issues, the Project will facilitate the process of identifying commonalities for advocacy to improve the effective exercise of fundamental social rights.

The Project will seek to ensure that youth friendly approaches are adopted while inter-acting with marginalised and vulnerable youth. The Project will also strengthen the capacity of NLAC and the corresponding service providers (such as legal clinics) to conduct strategic litigation, that is using the justice sector to achieve legal and social change through test cases, including particular areas such as education, land and property rights, rights to health, employment, social protection, discrimination on various grounds, including physical and mental disability, access to services.

In implementing the activities, the Project will focus on most vulnerable groups, including unemployed, women, Roma, young people living with HIV/AIDS, persons with disabilities, young migrants, stateless and refugees. The Project will also seek to ensure opportunities for equal participation of both women and men.

Scope of work

The objective of this consultancy service is as follows:

  • To develop specific training modules, prepare handout materials and deliver corresponding trainings (6days training) to the target group on using street law and legal clinics approach in providing legal assistance to the vulnerable youth.
  • To develop specific training modules, prepare handout materials and deliver corresponding trainings (4 days training) to the target group on conducting strategic litigation and case management and use of youth friendly and gender sensitive approaches in case of vulnerable youth.

In order to achieve objectives the National Consultants shall:

  • Prepare a detailed work plan to be applied for the assignment;
  • Develop the training modules (including agenda, working methods and procedures, background materials and handouts, evaluation forms of participants, etc.);
  • Ensure synergies and interlinks between the particular interventions of each member of the team;
  • Deliver the trainings to the envisaged group;
  • Use the “learning by doing” approach and adjust the agenda and training sessions if needed;
  • Draw up and submit the activity reports, including based on the evaluation forms;
  • Perform other assignment related tasks. 

Requirements for experience

I. Academic Qualifications:

  • Master or PhD degree in Law, Public Administration, Pedagogy, Social Sciences and/or other relevant fields.

II. Years of experience:

  • Proven experience (at least 5 years) in developing and conducting instructional and participatory trainings, workshops and presentations. Focus on street law and legal clinics education activities is an asset;

III. Competencies:

  • Qualification and proven skills in developing training curricula and methodologies for training activities;
  • Proven experience in working with the international or local organizations on similar assignments (successful experience in working with UN agencies is an asset);
  • Strong abilities in designing and developing training tools;
  • Skills in analysing, generalizing, and systematizing information;
  • Strong leadership abilities and excellent (diplomatic) communication presentation skills, ability to facilitate discussions;
  • Ability to work in a team;
  • Excellent IT skills including word processing, database applications, presentation software and use of other relevant applications;
  • Proficiency in written and spoken Romanian and Russian, knowledge of English is an asset.
  • Knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gaguzian, Romani, Ukrainian or sign language is an asset.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. Proposal: explaining why they are the most suitable for the work requirements (please provide brief information on each of the above qualifications, item by item);
  2. Financial proposal;
  3. Personal CV (or Personal History P11 Form) including past experience in similar projects and contact details (phone number and e-mail address) for at least 3 references;

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. The trainings (facilities, transportation, catering, accommodation, material multiplication, etc.) will be organized by the Project. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including all related costs e.g. fees, phone calls etc.) and the number of anticipated working days.
