Background

Food and Agriculture Organization of United Nation, in close cooperation with the Ministry of Agriculture and the National Bureau of Statistics of the Republic of Moldova, is implementing a project aiming to provide Technical Assistance to the first General Agriculture Census (GAC) of Moldova which will also provide a basis of establishing sound system of Agriculture Statistics. The project staff will work under the guidance and supervision of the regular staff on the National Bureau of Statistics of Moldova and remain accountable to the Lead Technical Officer of FAO through the National Project Coordinator.

Scope of work

The specialist will take charge of overall communication strategy of the project and shall be responsible for coordinating the flow of project outputs and achievements as information products to donors, stake holders and general public. In particular, the specialist will undertake following duties under the project:

  1. Advise the National Project Director (NPD), the National Project Manager and the other project staff on the activities to improve the visibility and out reach of project outputs, and adoption of appropriate communication strategies;
  2. Advise on strategies for promoting use of statistical information for evidence based decision making in the agriculture sector;
  3. Prepare communication plan for the activities of the project and dissemination of data from GAC, including concrete proposals on motives, innovative products, events and services;
  4. Organize and facilitate meeting and events for dissemination of data gathered through the first GAC of Moldova;
  5. Participate in designing of information products, including leaflets, pamphlets, posters, reports and thematic studies
  6. Work with layout designer(s) and printers to approve the blue prints of publications;
  7. Work with mass media to raise awareness about availability and reliability of census data, and for providing information to public debates on national priorities developments issues.
  8. Participate in the activities of FAO mission(s), particularly those relating to dissemination of information from GAC;
  9. Contribute to preparation of statistical publications based on GAC;
  10. Draft press briefs and notes on GAC for use of the Government;
  11. Coordinate with printers for preparation of dissemination of printed documents;
  12. Carry-out proof reading of draft publications before printing;
  13. Any other duties assigned with in the framework of the project;
  14. Prepare a monthly report summarizing the work done and issues for clearance by the National Project Director.

Requirements for experience

- University degree in Communication, Graphic design or a related field;

- Experience in handling communication related work of projects of national or international importance;

- Good understanding political system and socio-cultural environment in Moldova;
- Knowledge of office IT technologies and the software used for communications products;

- Fluency in official language in Moldova and limited knowledge of Russian

- Ability to work in English language environment;

- Proven ability to design and deliver presentations and other related material;

- Proficiency in computer software.
