Background

The project GCP/MOL/003/ROM is being implemented by the Food and Agriculture Organization of United Nation, in close cooperation with the Ministry of Agriculture and the National Bureau of Statistics of the Republic of Moldova. The project aims to provide Technical Assistance to the first General Agriculture Census (GAC) of Moldova which will also provide a basis of establishing a sound system of current agriculture statistics. Under the overall supervision of the FAO Regional Office for Europe, and the direct technical supervision of the Lead Technical Officer, the National Project Manager will coordinate the implementation of the activities under the project. The Manager will work under the guidance and supervision to the National Project Director nominated by the Government, and in close cooperation with other national and project staff working of the GAC. The National Project Manger (Consultant) will remain accountable to FAO.

Scope of work

  • Familiarize with the FAO financial and administrative rules and procedures for project implantation
  • Undertake local financial and administrative management of the project, including handling of petty cash.
  • Coordinate the implementation of all the project activities in the country, as per project Workplan, under the constant supervision of the NPD.
  • Be responsible for local management of the project activities :

-    Maintain contact with the Lead Technical Unit and Project Operating Units of FAO to seek guidance on important issues

-    Contribute to overall project management in collaboration with the staff of the National Bureau of Statistics and the NPD

-    Maintain communication and transparency about the project activities within the NBS and the Ministry of Agriculture

-    Maintain records of documents and materials produced with the support of the project e.g. important correspondence, consultancy reports, mission documents, terms of reference of personnel and their contracts, website postings, press note, publications and communication material etc.

-    Facilitate supplies of expendable and non-expendable materials for project use

-    Facilitate contracts of project personnel and supplies in collaboration with local office of  UNDP. 

  • Contribute organizational inputs to the implementation of the project:

-    Provide inputs to normative activities (publications, lessons learned reports, etc.);

-    Provide support to the missions organized under the project in the country: prepare a programme of work, organize meetings, brief and provide background documentation to missions, participate in the meetings of the missions,

-    Interpret discussions, if requested,

-    Translate short documents;

-    Participate in the identification and selection of international and local consultants;

-    Assist consultants in carrying out their assignments;

-    Organize workshops, training, seminars, and meetings as requested.

-          Facilitate networking and information exchange in the country among relevant stakeholders, including donors, governmental and non-governmental organizations, and FAO representation;

-          Keep stakeholders informed of project  activities and achievements through the presentations, seminars and other events organized by the project or other initiatives;

-          Increase awareness of the Government officials about the FAO project procedures and obtain their inputs and suggestion for achieving project outcome.

-          Increase trust and relevance of statistical information by promoting dialogue between the users and producers of information; 

-          Maintain progress reports on the project and contribute any such report to be prepared by FAO.

  • Monitor day-to-day activities of the project in the country to ensure relevance, timeliness and efficiency of implementation and propose corrective actions when needed.
  • Prepare quarterly Briefs on the progress according to indicated content and format; and contribute to other reporting requirements, as requested.
  • Improve own professional skills on a continual basis, taking advantage of the opportunities offered by the project.
  • Be pro-active, propose new activities to achieve the project outcome and impact.

Requirements for experience

  • Advanced university degree in Statistics, Agricultural economics, Agronomy or related field;
  • Technical expertise in one of the areas of Agriculture Statistics, Agricultural policies, Communication, Management etc.
  • Experience in formulating, implementing and managing agricultural/rural development and/or food security-related programmes and projects in the country or the region and with government institutions;
  • Computer literacy and ability to use effectively word processing, statistical software and other office automation equipment.
  • Working knowledge of English; full command over official language of the Government (Russian and/or  Romanian) is indispensable;
  • Ability to communicate clearly and concisely both orally and in writing;
  • Communication, Networking and coordination skills.
