Background

The UN Human Rights Office (Office of the UN High Commissioner for Human Rights – OHCHR) is a United Nations structure with a unique mandate from the international community to promote and protect human rights universally towards full implementation of the 1948 Universal Declaration of Human Rights and all other international human rights standards.

UN Human Rights Office in Moldova assists the UN RC Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approach, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request.

One of the Office’s strategic priorities for 2018-2021 is to generate disaggregated and cross-disaggregated human rights data and analysis. Since beginning of 2018 the UN in Moldova has been implementing a joint process called the SCORE (Social Cohesion and Reconciliation) index, focused on understanding and analyzing for the situation for social cohesion, gender equality and human rights in Moldova. 

As part of the UN Moldova SCORE project, under these Terms of Reference OHCHR Moldova and RCO seek a national consultant to perform a human rights analysis of the SCORE data.

Scope of work

Under these Terms of References the Human Rights Analysis Consultant works under the guidance and supervision of the head of OHCHR Moldova and Human Rights Programs Director (National Human Rights Officer), in closest collaboration with the UN Moldova Peace and Development Advisor and UN Resident Coordinator’s Office in Moldova.

Under the present Terms of References, the Consultant will have the following main tasks:

  1. Perform an overview of the data from the SCORE carried out in Moldova earlier during the year;
  2. Develop the methodology for the human rights analysis of the data;
  3. Perform the human rights analysis of the collected data with the aim of:
  • Identifying new findings relevant for the human rights, social cohesion and reconciliation work in Moldova;
  • Establishing relations among social phenomena relevant for the human rights, social cohesion and reconciliation work in Moldova;
  • Based on the above provide recommendations for further human rights, social cohesion and reconciliation work in Moldova, with focus on required changes, new and innovative approaches, etc.

Requirements for experience

Academic Qualifications:

  • Master’s degree in human rights, law, public administration, political science, sociology, or other relevant discipline;

Experience and skills:

  • At least 5 years of professional experience at the national and/or international level in human rights, law, sociology, political sciences;
  • At least 3 years of professional work on complex human rights research and analysis, including over large massive of data;
  • Proven experience of work with international organizations is an asset;
  • Proven experience of work with minorities, marginalized or vulnerable groups is a strong asset.

Language requirements:

  • Good command of oral and written Romanian, Russian and English;
  • Knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. Proposal:
  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work.
  1. Financial proposal (fee per day and total amount);
  2. Personal CV including past experience in similar assignments and the contact details of at least 3 reference persons;
  3. Offeror's Letter confirming Interest and Availability.

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are made in installments and are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fees, taxes, mobile phone calls, etc.). 

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
