Background

Based on the results of ICT needs assessment, Parliament of Moldova has developed and approved the Strategy on Information Management System for 2011-2015. Part of the Strategy is expected to be carried out in 2012 by developing and implementing a Website containing information for children and teachers to prepare children for the voting process, civic education and clarification of the principles of activity of the Parliament of the Republic of Moldova.

 

Based on the experience of European countries such as the Netherlands and the United Kingdom, as well as countries with an advanced educational system in the world (New Zealand and Australia) it was considered reasonable to develop a special version of Moldovan Parliament website dedicated to children (with a special design and concept dedicated to this target group).

 

The main task of this website is preparing children in advance for the voting process and the legislative activity. This site will contain interactive games and tests; by accessing them, children will learn more about the elective and legislative process during their lessons. An IT company has been hired to prepare the design of the website, which is currently under development.

 

In this context, UNDP is seeking to hire a national consultant to develop the content of the Parliament of Moldova website for children. 

Scope of work

The expected output for the national consultants’ assignment is to develop the content of the Parliament of Moldova website for children, increasing children’s awareness and Parliament’s visibility as the main legislative body in the country.

In order to achieve the stated objectives, the Consultant will have the following responsibilities:

  • Undertake a comprehensive desk review of the relevant national legal framework, researches, publications regarding Parliament’s activity;
  • Get acquainted with the draft design for parliament’s website for children;
  • Develop the content for all main and secondary level pages of the website. The text should be in Romanian;
  • The text has to be written in the style accessible for children – simple, but comprehensive and informative;
  • Undertake and facilitate interviews with parliamentary staff, especially from Parliamentary Documentation Department and Information and Analytical Department, regarding legislative procedure, parliament’s functions, structure and activity;
  • Actively participate in the discussion of the delivered results with Parliament and advocate for them;
  • Actively cooperate with, advise and guide the IT company responsible for website development;
  • Other relevant tasks, as agreed with the counterparts.

Requirements for experience

Qualifications:

  • University or Master Degree in Communications, Law or other relevant fields;
  • At least 5 years of experience in writing human stories, child rights communications etc.;
  • At least 3 years experience in developing website contents;

 

Experience:

  • Experience in working with Parliament is an asset.
  • Proven experience in working with the international organizations (successful experience in working with UN agencies is an asset);

 

Abilities:

  • Strong analytical and drafting skills;
  • Ability to interpret results and provide practical recommendations;
  • Initiative and resourcefulness;
  • Extensive knowledge of Romanian. Knowledge of Russian and English will be an asset.

 

Skills:

  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point).

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. Proposal explaining why they are the most suitable for the work;
  2. Financial proposal; 
  3. Personal CV including past experience in similar projects and at least 3 references or the dully filled Personal History Form (P11).

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

 

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
