Background

In 2017-2019 the Government of Moldova is in urgent need to secure the availability of the state programme medicines and essential health commodities at affordable prices and in sufficient quantities. In 2017, the Ministry of Health of Moldova requested the UN System in Moldova to support the procurement of a number of state programme medicines and other medical products as an emergency measure. This initiative aims to avoid the fraud related to public procurement, the risk of discontinuity in the drugs supply and to reduce the time and cost of delivery and improve quality of procured medicines.  

UNDP in Moldova is committed to support the Ministry of Health, Labour and Social Protection of Moldova in its mid- and long-term efforts to reform its procurement and supply management system. UNDP will bring its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.

During 2017-2019 UNDP will procure medicines and other health products for treatment and diagnosis of diseases included in the national and special health programs, in accordance with its corporate standards, using modern tools and transparent procurement procedures. It will also contribute to the modernization of storage of medicines, in line with international standards in the field.

Scope of work

The overall objective of this assignment is to manage and implement communications activities and provide strategic communications advise under the “Procurement Support Services to the Ministry of Health of the Republic of Moldova” Project. The Consultant will provide proactive support to the project team in order to promote project’s results.

Requirements for experience

Academic Qualification:

  • University degree in public relations, communications, journalism and/ or other related discipline;

 Experience:

  • At least five (5) years of experience in working with mass media, including the coordination and administration of social/human rights campaigns, communication activities in an international organization or non-governmental organization;
  • Experience in developing communication/public relations or branding strategies and action plans is considered an asset;
  • Proven experience of developing and conducting online campaigns and building social media presence is required;
  • Extensive knowledge of the representatives of the Government, Parliament, NGOs, mass-media and donors working in the area;
  • Proven experience in working with the international organizations (successful experience in working with UN agencies is an asset);
  • Proven experience in carrying out communication activities targeting ethnically diverse and/or conflict sensitive areas;

Competencies:

  • Effective communication skills with different categories of people, including public officials, mass media and NGO representatives;
  • Outstanding writing skills (grammatical, lexical and semantic aspects) in Romanian and English;
  • Excellent self-organisation abilities;
  • Ability to work in a team; initiative, resourcefulness, timeliness;
  • Excellent knowledge of Romanian, Russian and English languages;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, good knowledge of office software packages, ability of handling web-based and social media platforms.

Personal attitudes and qualities: Good interpersonal skills, solid judgment/ decision making, initiative, creativity and team player, self-starter and results-oriented responsibility/accountability, confidentiality, creativity, thoroughness, objectivity, flexibility and promptness.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

 Proposal:

  • Explaining why they are the most suitable for this position;
  •  Portfolio with samples of:
  1. written media materials (press releases, articles for online media portals or blog articles)
  2. evidence of developing and conducting online campaigns or social media accounts managed. Print screens, copies of relevant samples should be provided
  • Financial proposal in USD;
  •  Personal CV including experience in similar projects and the contact details of at least 3 reference persons;

Financial proposal

The financial proposal shall specify a total lump sum amount per work day (8 hours). The payments will fall in installments and are based upon output, i.e. upon delivery of the services specified in the TOR.

Travel

 All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
