Background

The private sector (PS) is increasingly recognized globally and within UNDP as a critical partner in attaining the Sustainable Development Goals. UNDP’s 2018-2021 draft Strategic Plan acknowledges its important value as a partner in the implementation of SDG-related policies, as a significant source of investment for SDGs, and through adopting relevant business practices. It calls for deepening UNDPs responsible engagement with the private sector, to leverage it on behalf of countries’ policy priorities. 

The process of SDG nationalization in Moldova also revealed the need for PS engagement: the MAPS mission and the concept for the Moldova 2030 Development Strategy recognize the importance and role of PS in achieving the SDGs. The latter (currently at consultation stage) provides, among its strategic interventions, for engagement of PS companies, facilitating their access to finance for job creation, promote partnerships between academia and PS to address skills mismatch, PS support for innovation, promotion of private investment, including in areas of health and education, etc. The MAPS mission, inter alia, called for encouraging PS involvement in efforts to adapt to climate change. Several national sector strategies, in particular the 2020 Innovation Strategy and Employment Strategy, both allocated a central role to partnerships with PS as a generator of jobs, knowledge, and innovation for sustainable development.

In this context, the UNDP Moldova Country Office is setting up a Private Sector Engagement for SDGs (PSE4SDGs) Business Innovation Unit: a team located within the Government of Moldova, working closely with counterparts in other government bodies and the private sector, allowing UNDP to take the lead in developing a framework and catalyzing the involvement of the private sector in fulfilling the SDGs.  Its work will be channeled in several directions:

  1. Support the development/alignment of PS Corporate Social Responsibility (CSR) policies to national priorities and SDGs;
  2. Support the adoption of innovation/technology in the PS, particularly through promotion of collaborative innovation, aligned to SDG objectives;
  3. Provide seed-funding and promote alternative financing to the co-creation/co-implementation of development initiatives that would fit the interest of PS sector, while aligned to SDG implimentation.

Scope of work

The national consultant is expected to support the Private Sector Engagement for SDGs (PSE4SDGs) Business Innovation Unit through providing assistance in planning, development, implementation, monitoring and evaluation of communication, visibility and outreach activities for UNDP interventions under PSE4SDGs. Such is to be achieved at least through the following:

  • Provide support in the development, implementation and monitoring of the communication and outreach strategy for the Unit;
  • Develop branding and identity for the PSE4SDGs and National Crowdfunding Academy, including concept for promo materials;
  • Provide communication-related support to the National Crowdfunding Academy (NCA) activities and events;
  • Provide communication support for the public events under PSE4SDGs (at least 5 events), including but not limited to development of communication materials such as press-releases, invitations, promotional materials, liaise with media representatives, ensure visibility and outreach, and perform monitoring media coverage;
  • Develop and promote PSE4SDGs related success stories (at least 12); including through blog posting on the national/regional websites, and on social media;
  • Participate to monthly PSE4SDGs meetings on communication, for reporting and planning purposes;
  • Strengthen communication capacities of the PSE4SDGs staff, including through delivery of trainings and sharing relevant learning materials;
  • Strictly observing UNDP standards and practices related to communication and visibility efforts.

Requirements for experience

Education:

  • Master Degree in journalism, public relations, social sciences, economics or related areas. Additional training and certification in communication/journalism is mandatory.


Experience and competencies:

  • At least five (5) years of progressively responsible experience is required at the national or regional levels in communication area;
  • Experience in writing articles, blog posts, human stories, in developing communication materials (announcements, invitations, press releases), and in developing media/communications strategies and plans;
  • Knowledge of alternative financing tools and experience in implementing at least one tool (crowdfunding) is a strong asset;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO/think-tank or private sector / business consulting firm is a strong advantage;
  • Social media analytic skills, including knowledge of operation with AdSence, AdWords, Canva, video production and Facebook promotion tools, is an asset;
  • Knowledge of behavioral science and ability to apply it to communication process;
  • Ability to engage with various target groups (youth, children, elderly, persons with disabilities, marginalized) through targeted communication;
  • Ability to present information logically, clearly, concisely, and effective;
  • Proven commitment to the core values of the United Nations, in particular, respecting differences of culture, gender, religion, ethnicity, nationality, language, age, HIV status, disability, and sexual orientation, or other status.


Language Requirements:

  • Fluency in both oral and written Romanian, Russian and English is a must.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 

  1. Proposal: explaining why they are the most suitable for this position;
  2. Copies/links to at least three communication materials previously developed (ex: press releases, success stories, blog posts, articles, or other media materials for TV, Radio, Newspapers)
  3. Copies of additional obtained certifications/trainings in communication/journalism;
  4. Financial proposal;
  5. Personal CV or P11, including past experience in similar projects and the contact details of at least 3 reference persons.

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. To assist the requesting unit in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount (including fee, taxes, travel to join duty station, per diems, and number of anticipated working days).

 Travel

All envisaged project related travels through Moldova will be ensured by PIU. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
