Background

Joint UN Project on Strengthening the National Statistical System of RM (Statistics Project) is currently implemented by the UNDP, UN Women, UNICEF, UNFPA and ILO, in partnership with the National Bureau of Statistics (NBS) and aims at improving data production, dissemination and use of statistical information with particular attention to national needs and overall conformity of official statistics with international standards. One of the Statistics Project’s intended results is the improved capacity of the National Bureau of Statistics and other line ministries, involved in production of information (through administrative reporting system, surveys and censuses) to produce, in a timely manner, multi-dimensionally disaggregated data of appropriate quality .

According to the Activity Program of the Government of the Republic of Moldova “European Integration: Freedom, Democracy, Welfare” for 2011-2014, under the Chapter c. on Labour, Employment and Labour Migration, the Government has set a series of priorities including (i) enhancing the national migration management system, to provide conditions for legal migration and to improve the social status of migrant workers; and (ii) to facilitate reintegration of returning migrant workers.

The recent Strategic Development Program (SDP) of NBS has been designed to focus on harmonization of the national statistics with international standards an essential part of state policies and aspirations of alignment to international standards and accession to European Union. Respectively, the adjustment of statistical processes to the current national needs and in compliance with the requirements of European statistical system envisages the usage of adequate methodologies and tools, designed to ensure reliable, relevant and timely statistical data.

Aiming to accomplish the objective no 14 of the NBS’s Strategic Development Plan, the development and implementation of the statistical Survey on households regarding Labour Force Migration has been envisaged in the NBS’s Annual Activity Plan for 2012 (activity no 11).

Scope of work

The scope of work of the national consultant is to develop the methodology and statistical toolkit for the Survey on Labour Force Migration, Skills and Competences, as an ad-hoc module to the Labour Force Survey on households. A new questionnaire will be designed including a certain number of questions from the 2008 survey, but mainly being focused on questions regarding skills and competences of the labour migrants –subjects of the given survey.

Objective

The specific objective of the assignment is to provide national stakeholders (NBS, Ministry of Labour, Social Protection and Family, National Agency for Employment, Bureau for Migration, others) with a statistical instrument (including data collection methodology, questionnaire and corresponding filling-in instruction) required to pilot a statistical survey on labour migrants’ qualifications and skills which would correspond to the needs of the internal users and policy-makers in particular,   would comply with the particularities of the national migration phenomena and education / training systems, and would comply with the ILO standards and best practices in the respective field. The work on development of the methodology & toolkit will not include the sampling activities and statistical inference (which will be undertaken separately under a distinct assignment).

The objectives of the ad-hoc module on Labour migration, Skills and Competences are:

  1. To obtain the necessary information for recognition of the multifaceted dimension of international labour migration movements and its employment dimension;
  2. To contribute to narrow the data gaps on labour migration, which is one of the main problem for the design and efficient administration of legal labour migration schemes.

It is noteworthy, that the respective survey would be the only source for obtaining structural data disaggregated by sex and in regional perspective (by rayons, regions), which will improve the quality and availability of national gender and regional statistics.

The use of statistical data on labour migrants’ skills for evidence-based formulation, implementation and monitoring of policies on migration and decent work, addressing development and population issues in a more transparent and participatory manner would be the final objective of the given activity.

The consultancy will be based on the knowledge and experience of the selected consultant. On behalf of NBS, the participation and necessary involvement of representatives of the labour statistics specialists will be ensured.

Activities envisaged under the present task will contribute to the achievement of mid-term priorities of NBS and will be carried out in accordance with the Law of RM on Official Statistics, Programme for NBS Strategic Development and Annual Plan of Statistical Works.

The gender perspective will be an indispensable part of each stage of survey implementation, from data collection to results analysis.

Requirements for experience

  1. Academic Qualifications:
  • Advanced degree in economics, statistics, sociology and/or other science related to areas relevant for the assignment;
  • Other formal education relevant for the assignment;
  1. Years of experience:
  • At least 4 years of proven experience in areas related to labour statistics inside the country or outside;
  • Proven experience in designing of questionnaires and drafting of instructions on questionnaire filling in;
  • Experience in training of adults;
  1. Competencies:
  • Strong analytical, writing and communication skills;
  • Knowledge of the peculiarities of statistical sector (data collection process, methodologies used in labour statistics, etc.);
  • Familiarity with and best international practices, good knowledge of the terminology, definitions and procedures used on international level (European/international standards) as it regards conducting of household based statistical and sociological surveys;
  • Good knowledge of English will be an asset;
  1. Personal Qualities and other requirements:
  • Good interpersonal skills, solid judgment/decision making, initiative and creativity;
  • Availability to work with UNDP and Project’s national stakeholders during the indicated/approved period;
  • Cultural and gender sensitivity.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. Technical Proposal:
    • explaining how applicant responds to each of the qualification requirements and why he/she is the most suitable for the work;
    • describing a short vision on achievement of tasks.
  2. Personal information (as a detailed CV or as a Personal History Form /P11) including records on past experience in similar projects/assignments and concrete outputs obtained;
  3. Financial proposal (in USD, specifying a total lump sum amount and the number of anticipated working days).

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including all related costs e.g. fees, phone calls etc.) and the number of anticipated working days.
