Background

One of the challenges, but also future actions that Moldova addressed as part of the implementation of the Beijing Declaration and platform for actions in 2009 relates to Gender Mainstreaming into national budgets with the introduction of the Program Based Budgeting. Since the Medium Term Budgetary Framework (MTBF) exercise, and the program based budget is not fully implemented, effort towards raising awareness about Gender Responsive Budgeting (GRB) has been undertaken by UN Women during the previous years. Support included development of GRB case studies and assistance in the process of budget analysis at the local level in three raions, elaboration of GRB courses at the post-graduate level covering the knowledge gap on GRB and creating an academic platform for GRB research, but also developing a series of knowledge products on GRB and made them available in the state language. Despite some progress made, additional efforts are required to introduce gender dimension in MTBF and incorporate it in the budgetary process.

One of the priorities and specific objective of the National Programme on Ensuring Gender Equality for 2010-2015 is the development of a Gender Responsive Budgeting concept/vision and the promotion of GRB in the budgetary process at the national and local levels.

In October 2011, under the leadership of the UN Women, workshops on Gender Responsive Budgeting were organized for the representatives of the Ministry of Finance (MoF) and Parliamentary Commission on Budget and Finance, to raise their awareness on GRB concept, approaches, tools and techniques and share example of the countries where GRB was recently introduced. In this respect expert from Austria was invited to share good practice and lessons learnt and support with GRB introduction in Moldova.

Rationale

Moldova is under the preparation and completion of MTBF that will cover the period of 2013-2015. In this context there is the demand from the partner, especially from the Ministry of Finance and the Ministry of Labour, Social Protection and Family to support the application of GRB in the budget policy-making to eliminate inequalities and increase the performance of the budgetary process in Moldova.

“Women’s Economic Empowerment Program (WEE) implemented by UN Women jointly with the Ministry of Labor, Social Protection and Family (MLSPF) and Ministry of Economy (MoE), aims at addressing the needs of the rural and sub-urban population, especially poor women in exercising their social and economic rights through increasing access to quality information and services in employment and social protection areas. This is being achieved through improving local services, but also building capacity of the relevant institutions to improve policy and legislation based gaps. One of the Outcomes of the programme relates to building capacities of the key institution to implement policies that promote and protect women’s human rights to access employment and social protection.

Within the framework of the programme and in collaboration with the Austrian Embassy in Chisinau, UN Women supported Moldovan Ministry of Finance, Ministry of Economy, Ministry of Labour, Social Protection and Family and Parliamentary Commission on Finance and Budgets in increasing awareness and knowledge on GRB concept and tools to be applied in the national budgetary process, specifically in the MTBF for 2013-2015 by organizing a study visit to learn from Austrian experience and their model on reforming the budgetary process.. The objective of the study visit was to exchange experiences and get direct exposure to concrete cases from Austria on the ways and means to mainstream gender in policies and budget using GRB tools and methodologies and to build partnership between key institutions from Austria and Moldova that are playing important role in the development of the national budgetary processes.

To introduce GRB in Moldova, Ministry of Finance and Ministry of Labour, Social protection and Family has requested support of UN Women in preparation of the concept and roadmap for GRB introduction based on the Austrian experience. In this respect, UN Women plans to hire a national consultant to provide support for the development of the GRB concept and the implementation plan to serve as a basis for the launching of GRB in Moldova.

Scope of work

Under the direct supervision and guidance of International Programme Manager and Programme Analyst, the national consultant will develop the concept of the GRB in Moldova and the action plan to start GRB initiatives

Requirements for experience

I. Academic Qualifications:

  • Advanced degree in economics, international development, public sector reform or a related discipline;

II. Years of Experience:

  • At least 5 years of progressively responsible experience at national and/or international levels, dealing with gender equality, local development, public administration and social policies with specific expertise on gender responsive budgeting (GRB) and public finance;
  • At least 3 years of professional experience in government planning and budgeting processes;
  • Proven experience in developing knowledge products and/or designing training programs for GRB initiatives.

 

III. Functional Competencies:

  • Deep knowledge and understanding of development challenges in Moldova.

IV. Language and other skills:

  • Fluency in Romanian, knowledge of Russian and English is an asset;
  • Excellent communication and presenting skills;
  • Computer literacy and ability to effectively use office technology equipment, IT tools.

Financial proposal

The financial proposal shall be structured around the specific tasks and key deliverables described in the Terms of Reference. Interested individual consultants must specify a total lump sum amount for each task and deliverable, which are to be completed by the deadlines specified in the ToR. Payments shall be made based on delivery of the services specified in the ToR and in accordance with the procedures described in the Remuneration section of the ToR.  In order to assist UN Women Moldova Programmes in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
