Background

The project “Transitional Capacity Support for the Public Administration of Moldova” was designed upon the request of the Government of Moldova to enhance capacities of the Moldovan Central Public Administration in order to accelerate the reform process and achieve Moldova’s short and medium term development goals. The project seeks to address urgent short-term capacity needs of the public administration, through provision of Capacity building consultants (CBC), at a time when Moldovan central government institutions face serious financial and human resources gaps. In addition to helping the Government pursue critical reform priorities, the intervention is designed to catalyze the on-going implementation of central public administration reform. It is coordinated and managed by the United Nations Development Program (UNDP) and State Chancellery of Moldova and will complement on-going work by other donors.

The Moldovan diaspora and non-governmental sector, including the private and civil society sectors, would be the main source for such consultants, who can be employed on an open competitive basis for a defined period. CBC would be engaged and their TORs defined in a way that would protect the integrity of the civil service work to strengthen its intrinsic capacity. The project needs to guard against subtracting capacity from the civil service. In most cases, the sub-projects will be composed of national consultants – professionals who provide advice, coaching, and skills that are not expected to be performed on a permanent basis by the civil service.

Safe road transportation represents a key priority for the Government of Moldova, as per the provisions of the Government Programme (2011-2014), and the National Road Safety Strategy (2011-2020).  The National Road Safety Council (NRSC) is the body responsible for coordinating the activities of the relevant state institutions and development partners in order to ensure the implementation of the envisaged activities, stipulated in the National Action Plan for Road Safety (2011-2020).

The State Chancellery of the Government of Moldova is responsible for ensuring a smooth operation of the NRSC Secretariat, which includes representatives of all relevant line ministries (Ministry of Transport and Road Infrastructure; Ministry of Internal Affairs; Ministry of Health; Ministry of Education; Ministry of Information Technology). Provided the high volume of work related to the planning and coordination of the NRSC activities between the various state and non-state actors, as well as the limited so far progress in this area, the Government of Moldova has agreed on the need to establish a permanent National Bureau for Road Safety.

In this context, the State Chancellery has requested the support of a National Consultant to support with the establishment and operation of the National Bureau for Road Safety, including providing advice on the best institutional arrangements; revising the respective strategic framework, in particular the National Road Safety Strategy and the National Action Plan which would guide the activity of the National Bureau for Road Safety and of the NRSC; and undertaking some specific analytical tasks.  

Scope of work

The scope of the work of the National Consultant is to provide support to the State Chancellery of the Government of Moldova in establishing and making operational the National Bureau for Road Safety, through advise on best institutions arrangements; revision of the respective strategic framework and some specific analytical tasks, as described below:  

  • Undertake an evaluation of the institutional and legal framework relevant to the road safety sector, and highlight issues which require further action;
  • Based on the above analysis, as well as the study of best EU practices, to provide  options and recommendations  for the institutional arrangements of the National Bureau for Road Safety;
  • Assist with the elaboration of necessary documentation (e.g. Regulations etc) for the operation of the National Bureau for Road Safety;
  • Undertake an evaluation of the so far implementation of the Road Safety Strategy (since 2011) and submit relevant recommendations for necessary adjustments and up-dates, in line with current development and Moldova’s EU integration objectives;  assist with the relevant revision of the Road Safety Strategy and of the National Action Plan;
  • Assist with the elaboration of 2 sector policy proposals, as per the agreed Action Plan;
  • Provide relevant analytical support in identifying the existing state and other financial resources in the area of road safety, and assist with the potential fund-raising activities;
  • Provide support in the implementation of the CCTV project development and management;
  • Assist with other related activities, as relevant.

Requirements for experience

I. Academic Qualifications:

  • University degree in public administration, management, economy and finance, or similar field;

II. Years of experience:

  • Minimum 2 years professional experience in the area of public administration, policy management or similar;   
  • Work experience in the area of Road Safety would constitute an advantage;
  • Experience of working with officials and government institutions, in particular the ones involved in the process of road safety management (Road Police; Ministry of Interior; Ministry of Transport and others) would be an advantage;
  • Experience in collaboration with international organizations and NGOs;

III. Competencies:

  • Knowledge and understanding of how the Government and inter-institutional coordination works;
  • Proven skills in policy development, research and analytical work relevant for the assignment (e.g. legal analysis; elaboration of strategy documents; needs assessment reports etc);
  • Ability to work independently, good time-management abilities;
  • Good communication and presentation skills;
  • Responsibility, creativity, flexibility;
  • Proficiency in Romanian, Russian and English;
  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point).

1. Proposal: explaining why they are the most suitable for the work requirements (please provide brief information on each of the above qualifications, item by item);

2. Financial proposal;

3. Personal CV including past experience in similar projects and contact details (phone number and e-mail address) for at least 3 references.

Financial proposal

The financial proposal shall in USD and specify a total amount per month (including fees, taxes, mobile phone costs etc). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
