Background

The project “Transitional Capacity Support for the Public Administration of Moldova” was designed upon the request of the Government of Moldova to enhance capacities of the Moldovan Central Public Administration in order to accelerate the reform process and achieveMoldova’s short and medium term development goals. The project seeks to address urgent short-term capacity needs of the public administration, through provision of Capacity building consultants (CBC), at a time when Moldovan central government institutions face serious financial and human resources gaps. In addition to helping the Government pursue critical reform priorities, the intervention is designed to catalyze the on-going implementation of central public administration reform. It is coordinated and managed by the United Nations Development Program (UNDP) and State Chancellery of Moldova and will complement on-going work by other donors.

The Moldovan diaspora and non-governmental sector, including the private and civil society sectors, would be the main source for such consultants, who can be employed on an open competitive basis for a defined period. CBC would be engaged and their TORs defined in a way that would protect the integrity of the civil service work to strengthen its intrinsic capacity. The project needs to guard against subtracting capacity from the civil service. In most cases, the sub-projects will be composed of national consultants – professionals who provide advice, coaching, and skills that are not expected to be performed on a permanent basis by the civil service.

The Government of Moldova, which has an ambitious reform policy agenda, in the context of the Governmental Programme “European Integration: Freedom, Democracy and Welfare" (2011-2014), the EU Moldova Association Agreement, as well as the national Millennium Development Goals (MDGs), is acknowledging the fact that the achievement of steady progress towards these objectives will require both an increase in the external aid and an improved effectiveness in the use of those resources. Therefore the dialogue with the development partners, in the context of the country reforms, in order to identify the required funding for the relevant priorities, as well as the improvement of the aid effectiveness, has come as a key priority for the Government of Moldova, in particular the State Chancellery’s Division for External Assistance, which is responsible for the coordination of programming and monitoring of external assistance projects and programmes at the national level.

Recently, there has been some good progress in the development of country’s aid coordination systems. The Regulation on external assistance coordination, including its institutional framework, has been approved implementation started. The Government of Moldova initiated new modalities of aid assistance such as long-term secondment of experts through Twinning arrangements, expert short term missions in the form of TAIEX and SIGMA instruments, as well as co-financing with International Financial Organizations and sector budgetary support programmes. It is expected that these modalities will be further development, particularly in the context of the gradually increasing EC assistance.

The Government of theRepublicofMoldovaand its Development Partners have shown their commitment to work more effectively by signing in March 2010 the Development Partnership Principles for Coordination and Harmonization of Government and Partner Practices for Enhanced Effectiveness of Foreign Assistance to theRepublicofMoldova. These Principles are drawn from the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action and are intended to ensure that Government and Development Partners work together in the most effective way to deliver better outcomes for the people of theRepublicofMoldova.

The described factors, as is the increased volume of external aid to the Government of Moldova, as well as Government’s commitment to improve the efficiency of the use of the external funding, require a re-organisation of the existing Policies, Strategic Planning and Foreign Aid Division, in order to ensure a better synergy between the policy strategic planning and the aid programming, as well as to strengthen the monitoring and evaluation capacities of the State Chancellery. An adjustment of the Regulation on Coordination of External Assistance, to reflect these and other changes, will also be required. Therefore the State Chancellery has requested the support of a National Consultant to provide strategic advice with the planned reorganisation process.

Scope of work

The Consultant will have as a primary objective to provide strategic support to the State Chancellery in the in the reorganization of the current Policies, Strategic Planning and Foreign Aid Division, in order to ensure a better synergy between the policy strategic planning and aid programming, as well as to strengthen the monitoring and evaluation capacities of the State Chancellery in respect to national policies and external assistance.  This will be achieved through the following responsibilities: 

  • Support to the elaboration and further implementation of the Concept on the reorganization of the Strategic Planning, Policy and Aid Coordination Department of the State Chancellery;
  • Support to the revision, and further on implementation of the Regulation on Coordination of External Assistance, in order to ensure maximum efficiency and coordination between the key stakeholders;  
  • Capacity building to the staff of the new sub-divisions on their role, mission, and day-to-day activities;
  • On-going advice to the Secretary General of the Government and to the Division for External Assistance on issues of aid coordination.
  • Other relevant activities and tasks.

Requirements for experience

I. Academic Qualifications:

  • University/Master (or equivalent) degree in Politics, Economics, Public Administration or Management;

 II. Years of experience:

  • At least three years of professional experience relevant to the assignment (e.g. in areas such as aid coordination; monitoring of external aid; donor coordination etc);
  • Experience in capacity building projects with the Government of Moldova;

III. Competencies:

  • Strong knowledge of national aid coordination systems and processes;
  • Proven analytical and drafting skills;
  •  Ability to work independently, good time-management abilities; 
  • Good communication and presentation skills;
  • Responsibility, creativity, flexibility;
  • Fluent in Romanian, Russian and English;
  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point).

Financial proposal

The financial proposal shall in USD and specify a total amount per month (including fees, taxes, mobile phone costs etc). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
