In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.

Background

Grounded in the vision of equality enshrined in the UN Charter, UN Women, among other issues, works for the elimination of discrimination against women and girls, empowerment of women and achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the heart of all efforts, UN Women leads and coordinates the United Nations system to ensure that gender equality and gender mainstreaming commitments are turned to action everywhere.

UN Women is operational in Moldova since 2010. Currently, it is implementing its Strategic Note for 2014-2017. UN Women closely cooperates with the government, civil society, and private sector to advance social, economic and political rights and opportunities for women and girls, placing special focus on those from marginalized groups. These include, but not limited to rural women, Romani women, women with disabilities, young women, women living with or affected by HIV, women survivors of violence and trafficking, women migrants, elderly women and women in Transnistria and Gagauzia. We work with them to challenge the stereotypical image of women. We apply new tools to ensure women’s proactive engagement in designing, prototyping and implementing the state policies and plans. UN Women’s operation in Moldova focuses on bringing about concrete change in the lives of women and the society as a whole through the following three key areas: advancing women’s participation and leadership, combating violence against women and enhancing women’s economic empowerment.

The UN Women multi-year country program – Strategic Note for the Republic of Moldova for the period 2014-2017 – follows and is aligned to the 2013-2017 United Nations-Moldova Partnership Framework, the National Strategy on Gender Equality, and other national strategies and plans. Under its Strategic Note Impact Area 1: Women lead and participate in decision-making at all levels, UN Women is working towards strengthening legal and policy frameworks that promote gender balance in politics and decision making, including in peace and security structures, as well institutional and individual capacities for greater participation of women and integration of gender equality perspective in peace and security processes, institutions and mechanisms. UN Women’s work in this area is grounded on international commitments, such as Security Council Resolution (SCR) 1325 on Women, Peace and Security and the Convention on the Elimination of Discrimination against Women (CEDAW), as well as national commitments, such as the National Strategy for Gender Equality for 2017-2021 which was adopted in March 2016. The Strategy contains an Objective (Overall objective 4) on: Ensuring gender equality in the security and defense sector with three specific objectives: 1. To ensure equal participation of women and men in leadership positions as well as execution; 2. Gender mainstreaming in security and defense sector policies; 3. Ensure implementation of CEDAW general recommendation No. 30 of the Committee and UN Security Council Resolutions on Women, Peace and Security.

In 2016 UN Women initiated cooperation with different security institutions, key among which the Ministry of Defense, including the Armed Forces Military Academy "Alexandru cel Bun" and the Ministry of Interior, including the Association of Women in Law Enforcement under its auspices. Other relevant partners in this expanding area of work for UN Women include: the Parliament of the Republic of Moldova, in particular the Women’s Caucus and relevant Committees, the Bureau for Reintegration, Ministry for Foreign Policy, Ministry of Justice, as well as civil society organizations, gender and security experts, and academia. The cooperation aims at increasing institutional capacities and knowledge in the areas of gender equality and implementation of SCR1325 on Women, Peace and Security (WPS) and other related Resolutions. Specifically, support has been provided to the development of a first of its kind manual for defense and security personnel, to serve as teaching resource for courses in the Military Academy, legal study on the legislation and policies in the security sector from a gender perspective, development and translation of other resource materials on WPS, awareness raising activities with different stakeholders on the implementation of UN SCR 1325, and its global, regional and local implications, as well as capacity building to women in the field of negotiation and mediation. Recently, the Government has also expressed commitment to establish a Working Group consisting of different Ministries and institutions in the security domain which will be responsible for developing an action plan for implementation of national commitments under UN SCR 1325, which UN Women will be supporting.

Currently, the Moldova Country Office is in its final stage of implementation of its strategic plan covering the period 2014-2017. This entails number of key momentums, including the completion of current and starting of new programs, raising funds for the new areas of engagement and focus, and implementing new initiatives, including those in the area of increasing women’s participation and leadership and integration of gender perspective in the security sector and in negotiation and peace-building processes. UN-Women’s next Strategic Note for 2018-2022 in Moldova will build on the activities implemented, results achieved and lessons learnt in this and all of its areas of work.

UN Women is therefore looking for a Project Associate, who will be responsible to assist in the implementation of activities and achievement of planned results under the UN Women portfolio on women, peace and security.

Scope of work

Under the supervision of the Programme Coordinator and in close collaboration with UN Women Moldova staff, the Project Associate will be responsible to support timely and synergetic implementation of the UN Women Strategic Note in the area of women, peace and security in line with the corporate guidelines, rules and regulations.

Requirements for experience

Education:

  • University degree in Business, Public Administration, Programme/Project Management, International Development, Human Rights or in the field of social sciences or other relevant field.

Experience:

  • Minimum of 4 years of experience with administrative and financial work, project management support or related experience in development filed;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Substantive knowledge of and experience on gender equality and women's empowerment will be considered an advantage;
  • Knowledge in the concept and application of Results-Based Management (RBM) to programme/project cycle will represent an asset;
  • Experience in the UN system and agencies, international and development assistance organizations is an asset.

Language Requirements:

  • Fluency in both oral and written English and Romanian is required, as well as working knowledge of Russian.

Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
