Background
Joint UN Project on Strengthening the National Statistical System of RM (Statistics Project) is currently implemented by the UNDP, UN Women, UNICEF, UNFPA and ILO, in partnership with the National Bureau of Statistics (NBS) and aims at improving data production, dissemination and use of statistical information with particular attention to national needs and overall conformity of official statistics with international standards. One of the Statistics Project’s intended results is the improved capacity of the National Bureau of Statistics and other line ministries, involved in production of information (through administrative reporting system, surveys and censuses) to produce, in a timely manner, data of appropriate quality being multi-dimensionally disaggregated. The second expected result would be the improved use of available disaggregated statistics by different categories of data users, in particular for evidence-based monitoring of policies, development strategies, programmes, necessary to analyze and monitor such phenomena as poverty, social exclusion, gender equality, etc. According to the Activity Program of the Government of the Republic of Moldova “European Integration: Freedom, Democracy, Welfare” for 2011-2014, under the Chapter g. on Quality Infrastructure, Industrial Security and Consumer Protection, the Government has settled a series of priorities including the “…provision of proper legal framework to secure population … against possible accidents at dangerous industrial units and create conditions to improve performance in industrial security area”. The recent Strategic Development Program (SDP) of NBS has been designed to focus on harmonization of the national statistics with international standards that is absolutely necessary while respecting the state policies and aspirations of alignment to international standards and accession to European Union. Respectively, the adjustment of statistical processes to the current national needs and in compliance with the requirements of European statistical system envisages the usage of adequate methodologies and tools, designed to ensure reliable, relevant and timely statistical data which are necessary to the society as a whole. The revision of the methodology (concepts and definitions) of statistical survey in enterprises regarding accidents at work in compliance with the European standards and requirements is scheduled in the NBS’s Annual Activity Plan for 2012, thus responding to the needs and objectives of NBS’s Strategic Development, as well as contributing to the fulfilment of the goals of National strategy on labour force employment for 2007-2015 and National action plan on labour force employment for 2012. Moreover, the state policies in the respective area, as well as the rights and obligations of employers and employees, is regulated by the Law on health and safety at work, according to which the employer has a separate obligation to ensure the registration, communication, investigation and accurate and in due time reporting of accidents at workplace, and to consider and undertake measures on prevention of such events. The scope of work of the national consultant is to revise the toolkit (including concepts, definitions, classifications) of statistical survey on accidents at work (or occupational accidents) in compliance with the applicable international standards and European norms. The specific objective of the assignment is to provide national stakeholders with updated statistical tools of recording and reporting information on accidents occurred at the workplace and resulted injuries that will be used for production of basic indicators needed to implement the Government’s objectives and to monitor the development programmes on labour force, promotion of decent work, safety of employees and their health and industrial security. National stakeholders to benefit of the results of the given assignment include: NBS, Ministry of Labour, Social Protection and Family, Labour Inspection, National Confederation of Employers, National Trade Union Confederation, establishments. Note: Scope and coverage may be considered in terms of the occupational injuries and accidents themselves, as well as in terms of workers/employees who suffer from such occurrences. On the other hand, gender is a key dimension of all statistics on individuals, in particular occupational injuries statistics is the one that includes the individuals’ data. Therefore, the tasks under the present assignment will include the gender perspective at the extent possible and will, thus, contribute to gender mainstreaming into this area of statistics. The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including all related costs e.g. fees, phone calls etc.) and the number of anticipated working days. All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
