Background:
Over the past years, the United Nations Development Programme in Moldova (UNDP) witnessed a number of successes and good achievements in local development field using mechanisms for citizens’ and civil society’s transparent involvement in decision making and implementation processes.
For the purpose of ensuring sustainability for the results already achieved in the field, it is necessary to continue making efforts so as to get community and local public authorities involved in local development planning, budgeting and sustainable development.

Purpose:
To select and train a core pool of national experts and resource persons from national NGOs of the Republic of Moldova to improve the knowledge and skills, and familiarize with new methods of financial planning and budgeting at local level, with a subsequent involvement of selected experts affiliated to NGOs in initiatives at local level in  Moldova.

Eligibility:
Teams of experts affiliated to NGOs with strong background, capacities and experience in financial management at local level, local planning and development will be considered.  Each NGO should delegate 2 highly-qualified experts based on the following criteria to participate in the ToT:

Each of the delegated team members should have one or more of the following competencies:

  • Facilitator: having process facilitation and interactive/participatory training design skills
  • Expert in local public finances:  knowledge of Moldovan local public finances system
  • Expert in public administration: knowing the Moldovan legal environment in which local governments function
  • Organizational consultant: knowing and understanding organizations functioning and development

Applicants should commit their time for self-study and reading of submitted materials.
