UNDP Moldova invites interested National Higher Education Institutions to apply on the following:

Context

The United Nations Moldova, in partnership with the Government of Moldova represented by the National Bureau of Statistics, are implementing the Joint Project on Strengthening the National Statistical System of RM (a joint initiative of UNDP, UN Women, UNICEF, UNFPA and ILO) which aims at improving data collection, production, dissemination and use of disaggregated statistical information with particular attention to national needs and official statistics overall conformity with international, in particular EU, standards.

At present, there is no institutionalized mechanism of training on statistical literacy for certain groups of data users focused on understanding, interpreting and applying the data for policy monitoring and analysis. Therefore, one of the Project’s targets for 2012 includes the institutionalisation of the national capacity building effort in the field of statistics, tailored for such data users as public servants and mass-media, through identification of such mechanisms which would ensure the sustainability of the undertaken educational effort and which will result in qualitative improvement of the data use. The most straight and easiest interventions in the education sector for constant and basic statistical literacy could be done at the level of education institutions (higher education or lifelong learning /vocational training) through comprehensive reviews and qualitative improvements of adults’ education curricula.

Purpose of the call for Expression of Interest

To address the above mentioned gaps and needs, the UN Joint Project on Strengthening the National Statistical System, in partnership with the National Bureau of Statistics, is announcing a call for expression of interest for national higher education institutions, with relevant experience in teaching journalism and communication disciplines, to develop and implement statistical literacy university course aimed to develop the statistical capacities of journalists (primary priority) and communication specialists (secondary priority) and to introduce it into the curriculum of the higher education institution for the departments of journalism and communication.

Activity implementation timeframe – May-November 2012.

Grant will be awarded to the author of the best project proposal, which the best complies with the Terms of references (see Annex 1: Activity’s goal and Terms of References) and will be granted the highest score according to the set evolution criteria.

Minimum criteria of Applicants’ eligibility:

Interested national Academic Institutions should meet the following minimum qualification criteria which make the Applicant eligible for this assignment:

  • Officially registered academic institution with the Ministry of Education of RM, passed through accreditation;
  • To have, according to the statute, necessary capacities to action in the field of concern;
  • Active in the last 5 years and have at least 3 years of proven experience in higher education in the fields of: journalism and communications science;
  • offering Master’s degree programme in both journalism and communication specializations (for specific case, see Annex 2);
  • to be responsible for the elaboration and management of the submitted project proposal, with no intermediary.
  • The application package should contain the following documents:

  • Project Proposal duly filled in using the available Annex 3. Project Proposal Submission Form (including the description of all elements), filled in on computer, in Romanian, Russian or English ;
  • Copy of the institution’s registration certificate;
  • Copy of the statute of the institution;
  • Declaration of partnership (where applicable), signed by parties;
  • CVs of the team of key-staff and experts to be involved in the assignment;
  • Annexes: relevant materials aimed to increase the credibility of the Applicant and to complement the Project justification.
  • Submmission:

    Proposals can be submitted either in hard copy, or electronically. Offers received by fax will be rejected. Incomplete offers shall not be examined.
