RFP for National Decentralization Strategy Impact Assessment

For this purpose JILDP is requesting the services of a national organization to make the required analyses. The analysis will emphasize mostly the relevant qualitative impact of the NDS. The analysis will consider as well the risks in the implementation process.

The analysis will cover the domains/objectives of the NDS:

  • Decentralization of Services and Responsibilities
  • Fiscal Decentralization
  • Decentralization of Property and Local and Regional Development
  • Administrative Capacity and Institutional Capacity

Using criteria relevant for the strategy such as sustainability, equity, efficiency, effectiveness, autonomy, and quality of services, for each domain the impact will be assessed on each of the following spheres:

  • Democracy, human rights and gender equality
  • Social and poverty
  • Economic and fiscal
  • Environment
  • Administrative

Following the elaboration of the impact assessment document, the contractor will develop a monitoring and evaluation methodology (including indicators and instruments), in accordance with the terms and principles laid out in the relevant chapter of the NDS. The results of impact assessment report and the M&E methodology will presented during a two-day workshop for representatives of the government and local authorities.
