The purpose of this Request for Proposal (RFP) is to solicit proposals from the qualified companies for providing consultancy services – assistance to Chisinau Municipality Local Public Administration in Road-Mapping the Housing Management and Maintenance Reform.

The objective of the assignment is to make an assessment of the Chisinau Municipality housing management and maintenance organization, emphasizing the housing reform impasses and problems, and to provide recommendations for re-starting the reforms aiming to move forward the transition in the field of housing management and maintenance, shifting from Soviet style to market based approach. The consulting entity will also analyze the Housing Division of Chisinau Mayoralty, its approach and activities and provide recommendations in order to better organize the municipal function with regard to housing management and maintenance.

Your offer comprising of technical proposal and price schedule/financial proposal, in separate sealed envelopes, marked with “RFP: Consultancy services – assistance to Chisinau Municipality Local Public Administration in Road-Mapping the Housing Management and Maintenance Reform /CMD” should reach the UNDP office no later than 6 August 2010, 16:30, local time.
