Building e-Governance in Moldova

 

Description:

The project goal is to advance the use of Information and Communication Technologies by public administration institutions for a more efficient and transparent exercise of their functions. It builds capacity for the implementation of the National Strategy e-Moldova objectives that will ultimately contribute to reducing poverty through economic competitiveness and productivity, expanding e-governance-based democratic practices and integrating into European processes and structures.


Objectives:

  • Assess the preparedness of central and local public authorities for e-governance implementation through a thorough analysis of ICT infrastructure and civil servants ICT skills and formulate recommendations for effective usage of ICT in government processes.
  • Support the development of an enabling policy environment and a regulatory framework for e-governance;
  • Develop a regulation and certification system on computer literacy for the government employees;
  • Train relevant public servants in principles of Information Society Development as well as ICT basic skills;
  • Raise awareness of the public on e-governance benefits;
  • Establish a regulatory mechanism for the implementation of the on-line services;
  • Develop standards for governmental websites;
  • Develop a model of e-Governance portal and a pilot service for citizens.

 

Benefits expected:

  • E-Governance Concept developed to allow implementation of ICT as a tool for Public Administration Reform;
  • ICT training system for public servants re-designed to ensure an increasing number and quality of electronic services for citizens and business community;
  • One on-line service developed and piloted.

Public awareness:

The project promotes strategic communication among key stakeholders involved in e-governance implementation. A communication strategy has been developed and is jointly implemented with national partner institutions (MID, Government Office). A wide public awareness campaign on Information Society Technologies for Development (ICTD) and e-Governance benefits is conducted to facilitate communication, knowledge sharing and participation, using such tools as an interactive website, a TV programme, media trainings, round tables and workshops.

The advancement of the Information and Communication Technology (ICT) in government processes and services will facilitate the access to public information and improve the quality of public services.
