Programme for the Prevention of Drug Abuse and Fight Against Drug Trafficking in Belarus, Ukraine And Moldova

The Belarus, Ukraine and Moldova Anti-Drugs (BUMAD) programme is a regional initiative funded by the European Union and UNDP since 2003 to tackle drug trafficking from and through Belarus, Ukraine and Moldova to EU Member States. In Moldova, the programme specifically supports institutional reforms and strengthening of the judicial system in combating drug trafficking and prevention of drug abuse.

Objectives: |
- Improve the institutional and legal frameworks for better drug policy making;
- Enhance analytical and technical capacities of relevant national agencies to effectively counteract drug trafficking;
- Develop national systems for more effective prevention of drug abuse among the general population.

Benefits expected: |
- Improved skills of judicial and law enforcement institutions to develop, implement and monitor more comprehensive drug policies;
- Cross-border drug related criminal activities curbed as a result of new methods, techniques, adequate equipment and better cross-border cooperation among law enforcement agencies;
- Quality and quantity of drug-related data increased for more targeted and efficient drug prevention activities.

Public
awareness: |
Prevention education and assistance to help former users reintegrate into society are important. The project will conduct drug prevention campaigns targeting different groups and areas. For this purpose, comprehensive population and school surveys will be conducted to collect the data needed for proper design and for measuring the impact of the campaigns.

Noteworthy: |
Drug-related problems have steadily worsened over the past two decades in all three countries, and represent serious impediments to peace and development. Cracking down on trafficking and strengthening law enforcement capacity are key in the fight against drugs. BUMAD takes a multi-dimensional approach to the problem, providing legal assistance, strengthening land border control as well as monitoring and enforcement capacity, and supporting community activities and NGOs working in the area of drug prevention and reintegration of former users. |
