Strengthening Institutional Capacity of the Parliament of Moldova

 

Description:

This project aims at supporting the Parliament of Moldova as it upgrades its institutional abilities to perform lawmaking, representative and oversight functions in a more transparent and efficient manner, thereby contributing to increasing public confidence in the Parliament, establishment of the rule of law and good governance. The project is implemented by the Parliament of Moldova.

October 2005 - October 2007


Objectives:

Parliament’s institutional capacities, transparency and effectiveness of legislative structures, systems, and processes will be developed and knowledge of law-makers and staff expanded through:

  • Improving law-makers’ skills to analyze, debate, introduce and amend legislation in compliance with international standards;
  • Developing procedures and processes to clarify the roles and responsibilities under the oversight function;
  • Strengthening legislative outreach, information dissemination and responsiveness to citizen constituents;
  • Improving the efficiency and effectiveness of internal management systems.

Benefits expected:

  • MPs and parliamentary staff gain and translate international experience into local initiatives to enhance the legislative processes in Moldova;
  • Improved skills of the legislative staff and MPs in lawmaking techniques, procedures and processes;
  • New laws will be written and debated in accordance with EU and international standards;
  • Formulate necessary procedures and processes to improve the oversight function;
  • Create a platform for legislative outreach and information dissemination;
  • Improve internal management system.

Public awareness:

A communication strategy, that has been developed and is to be implemented, will include reorientation of Parliament’s Service on Mass-Media and Public Relations of the Parliament. Three issues of a quarterly informative newsletter “Parliamentary Courier” have been already published and distributed. Access to and dissemination of European best practices, organization of Parliamentary Open Door, etc.

 

Budget:

The total project budget is USD 1,103,602 where UNDP contributes with USD 400.000

Noteworthy:

The project encourages the dialogue and interaction between Legislative and Executive officials and the civil society. The law-making, oversight and representation processes will be part of this interaction, thus building public trust in the Parliament, as a modern, strong institution which better fulfils its constitutional functions, including achieving both the long-term and medium-term country development objectives as stated in Millennium Declaration, the Economic Growth and Poverty Reduction Strategy Paper and the EU-Moldova Action Plan.
