The project aim is to support the Parliament and the Government of Moldova in the implementation of the National Human Rights Action Plan for 2004-2008 (NHRAP) under the global HURIST programme which will contribute to the introduction of a consistent and transparent system of monitoring the human rights situation in Moldova. The project is implemented in partnerships with the Parliamentary Human Rights Committee.

Objectives: |
- To strengthen the capacity of government institutions, local authorities and civil society organizations to implement the NHRAP;
- To achieve a high level of public awareness regarding universal human rights standards and how to implement and protect these standards.

Benefits expected: |
- Training provided to 34 human rights focal points at national level and 35 at local level on human rights issues and NHRAP implementation;
- A number of specialized human rights training programs (penitentiary, police and army personnel, NGO, journalists and social workers) developed and implemented;
- A network of 70 human rights trainers set up;
- 6 public hearings organized in partnerships with the Parliamentary Human Rights Committee to assess the implementation of National Human Rights Actions Plan;
- Government supported in the process of monitoring and reporting on implementation of UN Human Rights Treaties (ICCPR, CAT etc.)
strategies on human rights partnerships between local public authorities and NGOs developing and implemented;
- Small Grants Programs implemented;
- Human rights curricula developed and piloted in universities.

Public awareness: |
The Human Rights communication strategy includes HR training for journalists, promotional materials, video and audio spots, HR Hotline within the Centre for Human Rights. A National Survey on Human Rights was carried out and contests and Gala for journalists, human rights NGOs were conducted.

The Parliamentary Human Rights Committee, Government of the RM, human rights/NHRAP focal points at central and local public administration bodies, NGOs and mass-media, UN agencies, HURIST, the Democratic Governance Thematic Trust Fund (DGTTF), the Dutch Government and Austrian Development Cooperation.

Noteworthy: |
NHRAP implementation supports the Government of Moldova in achieving the overarching objectives as stated in Economic Growth and Poverty Reduction Strategy Paper (EGPRSP) and EU-Moldova Action Plan, adding a human rights dimension to national development. The efficient implementation of NHRAP directly contributes to the creation of favorable conditions for achieving the Millennium Development Goals by strengthening the capacities and partnerships among various stake-holders for the observance, promotion and fulfillment of human rights at the national and local level. |
