Transitional Capacity Support for the Public Administration of Moldova

 

Description:

This project aims to support the Government in enhancing capacities of the Moldovan Central Public Administration (CPA) in order to accelerate the reform process and achieve Moldova’s short- and medium term development goals. The project seeks to address urgent short-term capacity needs of the public administration. To catalyze the work of the more stable civil service, new capacity will be introduced in several line ministries through “change agents”. They will work on a consultancy basis for a finite period to focus on the change and reform process. Complementary, training, internships and incentives will be rolled out to develop skills and encourage better performance by existing civil servants.


Objectives:

  • To enhance capacities of the Moldovan Central Public Administration in order to accelerate the reform process and achieve Moldova’s short- and medium term development goals.

Benefits expected:

    • Around 150 short term consultants provided for selected line ministries/agencies;
    • Performance bonuses system in place;
    • The scholarship/internship scheme for public servants established;
    • Around 40 people per year are trained on prioritized specific topics and areas;
    • Other activities to support the public administration reform and other reform processes carried out as per identified needs of the Government.



Public
awareness:

The project will build on the Government Communications Strategy and Action Plan developed with UNDP support. It will further advocate for information sharing, collaboration, and cooperation among all the state entities to align communication activities to a more effective use of resources and mechanisms. As well, this will contribute to the strengthening of the government communication capacity.

Noteworthy:

In line with the National Activity Programme and EU integration agenda, (particularly, the negotiation and implementation of the new agreement between the EU and Moldova), the project will accelerate the implementation of a priority package of reforms by the Government of Moldova. Policy and legislative reforms coupled with the improved capacity (including the mobilized local consultants, the trained and motivated civil servants, the newly educated professionals, etc.) will ensure an optimal level of preparedness of the public administration to continue the implementation of the national policies and programmes in line with EU integration agenda. Advancing the CPAR, the project can also build a foundation for the future EU Comprehensive Institution Building Initiative.
