Strengthening the National Statistical System

The project is aimed at strengthening the national statistical system to improve the collection, dissemination and utilization of statistical information, with particular focus on national needs and overall conformity of official statistics with international standards. Project includes three components dealing with data production, data dissemination and data use.

Objectives: |
- Improve the capacity of the National Bureau of Statistics (NBS) and other line ministries involved in production of information through administrative reporting systems, surveys and censuses to produce data in a timely manner, disaggregated by sex, age and geographical territory;
- Improve the availability of data through improvement of data dissemination systems, practices and tools (availability of high-quality statistical publications addressing needs of data users);
- Improve the use of available data for participatory policy-making through enhancing statistical users’ literacy by increasing the capacity in government, CSOs and other stakeholders as well as stimulating data use for both in-government and outsourced policy analysis.

Benefits expected: |
- The statistical infrastructure for the monitoring of MDGs, National Development Programmes and European Social Inclusion Indicators reviewed and recommendations for its improvement developed;
- The statistical tools improved: studies on social inclusion, use of time and topical statistical researches in labour statistics carried out, demographic data, disaggregated by gender, age etc. processed and demographic forecasts launched;
- Staff of NBS (central and regional offices) trained in applying the new methodologies and requirements to conduct and evaluate statistical surveys and researches;
- Improved tools (publications, NBS web-page, organized events, etc.) and practices for statistical data dissemination in a ‘user-friendly’ format;
- Improved abilities of different stakeholders (Government, CSO and academia) to properly use statistical data for policy analysis.

Public
awareness: |
‘User friendly’ statistical publications focused on different topics (Population and Demographic Processes in RM, Women and Men in RM, Criminality in RM, etc.) published and disseminated. The project conducted a public opinion poll regarding data users’ satisfaction with available statistical information. The public campaign to promote statistical data availability and use includes seminars and round-tables organized for data users, publishing of information notes, web publications, leaflets, brochures and other materials on activities carried out and results evaluated by NBS.

Noteworthy: |
The project contributes to achievement of the general outcome of pro-poor policies, addressing development and population issues, which are formulated, implemented, and monitored in a more transparent and participatory manner. Specific outcome of the project is to improve the availability, quality and usage of disaggregated statistical data (with emphasis on data disaggregated by geographic region, age and gender) |
