Support to Parliamentary Development in Moldova

 

Description:

The project was developed and commenced based on a request for urgent support from the Parliament’s administration after the 2009 elections related riots that resulted in considerable damage of the Parliament’s infrastructure. Based on its previous experience in parliamentary development support and using its global practices in this area, UNDP performed an initial needs assessment and proposed to tackle parliamentary development in a more comprehensive, long-term approach including strengthening of the legislatures law-making, representation and oversight roles. The main goal of the project is to enhance parliamentary efficiency in carrying out its functions and responsibilities thus contributing to the existence of a viable democracy and open society.


Objectives:

  • Develop the capacities of the parliamentary institutions to undertake its core functions (law-making, representation and oversight) and transversal responsibilities (human rights, MDGs, conflict prevention, anti-corruption, women and minority political involvement, etc.);
  • Enhance human resources and infrastructure for basic functioning;
  • Improve Parliament’s long term planning processes;
  • Enhance parliament’s capacities to exercise its functions and duties.

Benefits expected:

  • Emergency actions to improve transparency and functioning of the Parliament through ICT equipment and web-services;
  • Training of new MPs;
  • Needs assessment and development of the Parliament’s long term Development Strategy;
  • Human resources management reforms for the staff of Parliament carried out;
  • Parliament’s capacities on human rights and cross-cutting development issues strengthened.
  • Parliament’s institutional capacity, transparency and effectiveness of legislative structures, systems and processes developed and knowledge of legislators and staff expanded;
  • Improved performance of the parliament’s functions of law making, oversight and control, outreach and communications, human rights, gender supervision and others.

Public
awareness:

A communications needs assessment and strategy was developed as part of UNDP’s previous support to the Parliament. The project will review the strategy to reflect the new priorities and reforms of the Parliament and ensure efficient internal and external communication of the institution.

Noteworthy:

The project will improve the parliament’s infrastructure, strengthen its main as well as cross-cutting functions through provision of ICT equipment, expertise, consultations, other advice and organization of various learning events for the Parliament’s staff and MPs. It will relate closely with the ongoing projects carried out by UNDP and their partners – with specific reference to the support to the electoral cycle and decentralization – and thus capitalize on the added value of synergies between the various projects.
