The project aims to support the Parliament and the Government of Moldova in the implementation of the National Human Rights Action Plan for 2004-2008 (NHRAP) which will contribute to the introduction of a consistent and transparent system of monitoring the human rights situation in Moldova. The project is implemented in partnerships with the Parliamentary Human Rights Committee.

Objectives: |
- To strengthen the capacity of government institutions, local authorities and civil society organizations to implement the NHRAP;
- To achieve a high level of public awareness regarding universal human rights standards and how to implement and protect these standards.

Benefits expected: |
- Human rights Trainer’s Guides for the police, penitentiary representatives and social workers (supported by a compilation of international and national legislation) developed, published and distributed to beneficiaries;
- Human Rights and Justice Community of Practice developed and maintained;
- 11 public hearings organized in partnership with the Parliamentary Human Rights Committee to assess the implementation of the National Human Rights Action Plan;
- Government supported in the process of reporting on implementation of UN Human Rights Conventions (ICCPR, CAT etc.) and promotion/ratification of UN Convention on the Rights of People with Disabilities;
- Study on Roma Situation in Moldova developed and disseminated among the Roma communities and decision-making bodies;
- Strategies on human rights partnerships between local public authorities and NGOs developed and implemented;
- Small Grants Programme implemented;
- Newsletter “My Rights” developed and distributed nation-wide;
- Human Rights Toll Free Line 0-8002-8002 at the Centre for Human Rights;
- Most active human rights promoters awarded at the Human Rights Gala organized on International Human Rights Day;
- Awareness and communication campaign on commemoration of 60th Anniversary of Universal Declaration of Human Rights and Youth year organized together with national counterparts and UN agencies;
- Final Assessment on NHRAP implementation carried out and final report presented to Parliament and Government.

Public awareness: |
The Human Rights communication strategy includes HR training for journalists, promotional materials, video and audio spots, HR Hotline within the Centre for Human Rights. A National Survey on Human Rights was carried out and contests and Gala for journalists and human rights NGOs were conducted.

Noteworthy: |
NHRAP implementation supports the Government of Moldova in achieving the overarching objectives as stated in the National Development Strategy and EU-Moldova Action Plan, adding a human rights dimension to national development. The efficient implementation of NHRAP directly contributes to the creation of favorable conditions for achieving the Millennium Development Goals by strengthening the capacities and partnerships among various stake-holders for the observance, promotion and fulfillment of human rights at the national and local level. |
