The project aims at supporting the preparation and publication of National Human Development Reports (NHDRs). These reports are meant to serve as a vehicle through which the Government of Moldova, as well as UNDP, can identify, study and prioritize Moldova’s socio-economic and human development needs. NHDRs contribute to better defining the target areas for development policies and improving communication of the country’s developmental needs to the donor community, civil society and the media.
The topic of the 2007/2008 NHDR is “Quality of education as a factor of human development and international competitiveness of Moldova”.

Objectives: |
- Promote understanding of the concept of human development in society, government and the media through the process of research and analysis for development of the National Human Development Report and the integration of its findings into public policy discourse in Moldova. With respect to the 2007/2008 NHDR, the objective is to provide an analysis of how the concept of quality is applied in the national education system and contrast it with international best practice, identify key constraints and explore the linkages between the education system and the labor market, as well as the looking at ways in which the quality of education impacts on economic growth and the competitiveness of Moldova as a small open economy.
- Explore the mechanisms for increasing the sustainability of the NHDR development process, including its publication and dissemination. This includes identifying relevant national institutions, capacity-building and transferring of know-how and ownership of the NHDR process.

Benefits expected: |
The “Formulation of NHDR” project will make a contribution in assisting the country to attain its Millennium Development Goals by providing the basis for sound policy advice and effective programme implementation. The concept of NHDRs is an outgrowth of the highly successful global HDRs, which identify global development issues and strategies. At the national level, these reports will be used by UNDP in its important role of providing leadership and coordination that facilitates nation-wide dialogue on ways and means to accelerate poverty alleviation in Moldova.

The design of each National Human Development Report factors in the need for a subsequent nation-wide launch of NHDR, broad dissemination of the report’s key findings and recommendations, and follow-up discussions with main stakeholder groups.

Partners: |
The Ministry of Economy and Trade is the key partner for all national Human Development Reports. For 2007/2008 report UNDP is also involving the Ministry of Education and Youth and representatives of the Moldovan business community, academia and civil society.

Noteworthy: |
One of the problems of the education system in Moldova is the significant mismatch between the higher education graduates (more than 50% of which come from Law and Economics departments) supplied by the universities and the actual market demand. |
