Description:

The major objective of the Integrated Local Development Programme (ILDP) is to support the Ministry of Local Public Administration (MLPA) by improving the policy framework, supporting the administrative systems and procedures focused on efficient transfer of competencies to local public administrations (LPAs), decentralization and promotion of LPAs’ role in decision making. It also helps build the capacity of LPAs to plan, implement and monitor their strategic plans and improve public service delivery, involving civil society and community efforts and participation.

Objectives:

• Upgrade national legal, policy and advisory frameworks to support sustainable processes of development at sub-national level.
• Support capacity development of local authorities for participatory planning, budgeting, implementation, monitoring and evaluation of development activities.
• Empower communities and CSOs to participate in local development planning, implementation and monitoring, and to support local actors in selected communities and areas to improve the delivery of services and upgrade the basic infrastructure.

• Developed institutional and administrative capacities in all tiers of government to support sustainable local and regional development processes.   
• Promoted and institutionalized principles of democratic governance – participation, equity, transparency and accountability – in all tiers of government to support sustainable local and regional development processes.

• Achieved improved human development indicators, particularly in the following priority areas:
• Sustainable social development. Enhanced quality of life at community level by improving quality and accessibility of basic public services
• Sustainable economic development. Reduced income poverty in targeted regions by promoting income, employment creation and improving the local business environment.
• Sustainable environmental development. Reduced negative ecological impact by promoting energy efficiency and improving environmental conditions in targeted communities in Moldova
  
  

Public awareness:

Awareness activities for decision-makers focused on consolidation of the institutional framework and implementation of sustainable local development principles, policy formulation and implementation capacity development and public service delivery capacity development.

Noteworthy:

ILDP will help communities mobilize and enhance their capacities to be able to participate in local development processes. It will motivate the local authorities to build upon and maintain the democratic principles of local governance, with an emphasis on and guaranteeing community participation in decision making processes. At the central level, a favourable political environment will be created for local self governance. The adherence to European norms on democratic governance motivates and secures the implementation and practice of such governance in the Republic of Moldova.
