EU High Level Policy Advice Mission to the Republic of Moldova

This Mission is the response to a Moldovan Government request addressed to the European Union for provision of assistance for democratic reforms and acceleration of association and further economic integration between EU and Moldova. It deploys of a group of high level policy advisers to the main public institutions and supporting them in designing, implementing and monitoring relevant policies and measures.

Objectives: |
Support the democratic and sustainable development of Moldova through provision of high level policy advice in the overall implementation of the Government Programme “European Integration: Freedom, Democracy, Welfare” 2009-2013, with particular focus on the EU integration process, economic recovery and democratic reforms.

Benefits expected: |
- Support provided to the Association Agreement negotiations;
- Advice and assistance in the implementation of the Stabilization and Economic Recovery Plan;
- Strategic guidance on Human Rights, democratization and good governance;
- Strategic guidance on public administration reform, decentralization and agriculture sector;
- Other activities in support of strategic policy making facilitated.

The Government understands the important role of communications and the need to build systems for efficient internal and external communication. The project will build on the Government Communications Strategy and Action Plan developed with UNDP support and will further advocate for information sharing, collaboration, and cooperation among all the state entities to align communication activities, leading to a more effective use of resources and mechanisms and to the strengthening of the government communication capacity.

Noteworthy: |
The Mission’s recommendations and advice will be transformed into policy actions by the Moldovan officials. These policy actions will generate scope of work for additional interventions in support of implementing reforms in Moldova, particularly when it comes to the negotiation and implementation of the new agreement between the EU and Moldova, capacity development and public administration reform, Confidence Building Measures and others. Specific projects deriving from the advisers’ recommendations will be designed and proposed for implementation within the next EU-Moldova programming cycles. |
