EU Border Assistance Mission to Moldova and Ukraine

Description:

The EU Border Assistance Mission to Moldova and Ukraine (EUBAM) was launched at the joint request of the Presidents of Moldova and Ukraine. The Mission provides on-the-job training and advice to Moldovan and Ukrainian border officials, reinforcing their capacity to carry out effective border and customs controls and border surveillance. EUBAM is a European Union Mission. UNDP is the implementing partner.

Dates of implementation:

 

December 2005 – November 2011

Objectives pursued:

  • To contribute to enhancing the overall border and customs management capacities and the abilities of Moldova and Ukraine to fight against cross border and organised crime
  • To approximate the standards of the border and law enforcement authorities to those of the EU
  • To assist Moldova and Ukraine and fulfilling their commitments under the European Neighbourhood Policy Action plans and partnership cooperation agreements
  • To contribute to a peaceful resolution of the Transnistria conflict

  • Enhanced border surveillance and control performance by border services;
  • Improved cross-border and interagency cooperation;
  • Reduced level of corruption.

Public
awareness:

EUBAM promotes transparency and openness when working with its partners, with such concepts embedded in the mission’s mandate. Special activities are planned to raise the communications skills of border press services and their staff involved in communicating with the public.

National partner agencies are trained on the benefits of a coordinated information strategy, to keep both personnel of the services and the public informed of any changes in regulations or other developments in the area.

Budget: The total Mission’s budget for 6 years is €68,000,000 fully funded by the European Union.

European Commission, Border Guards and Customs Service and other law enforcement agencies in the Republic of Moldova, Ukraine and EU Member States.

Noteworthy:

EUBAM contributes to enhancing border security to strengthening cross border cooperation and confidence-building. The Mission helps improve transparency along the entire Moldovan-Ukrainian border. EUBAM works closely with the host governments and border services to ensure the effective implementation of Moldovan Government regulations on import/export activities which allow companies from the Transnistrian region to obtain access to trade preferences by registering with the authorities in Chisinau.
