UNDP supports the Road Police Department in improving their communication with mass media and civil society
13 December, Chisinau - UNDP supported a one-day training for 17 employees of the Road Police Department (RPD). The training was organized in an open and interactive way, aiming at strengthening the professional communication skills of the participants, as well as to practice the use of an improved format of a press declaration when reporting a car accident. During the workshop the participants have also discussed the communication tools and activities to be included into the Communication Strategy and the Action Plan currently under elaboration within the RPD, which shall enhance considerably their internal and external communication abilities, and will contribute towards the implementation of Moldova’s Road Safety Strategy.
The training is part of a broader programme of support to the RPD of the Ministry of Internal Affairs of Moldova, provided by the UNDP Project “Transitional Capacity Support for the Public Administration of Moldova” (TCS). Benefiting of the assistance of a national expert in Communications, engaged with the support of the TCS in October 2011, the RDP aims to strengthen their professional and institutional capacities in the area of communication and public relations, with the ultimate aim of improving the transparency in the area of road traffic and safety, and of ensuring a better consultation with and accountability towards citizens and the civil society. While the initial period of the assignment focused on undertaking a needs assessment and elaborating a mid-term Communication Strategy and Action Plan, some practical activities, as is this first training workshop, have already launched the change process within the RPD.
A series of training sessions in the area of communications have been planned for 2012. As mentioned by Mr Armasu, the Head of the RDP, “the Road Police Department finds itself in a broader process of reform launched by the Ministry of Internal Affairs, adapting and enhancing its capacities at institutional and individual level in all areas. We pay a particular attention to the communication and public relations aspect of RPD. The tailor-cut trainings planned to take place during the next year aim at strengthening our capacities in this area and will facilitate our daily work. We believe that our institution will improve its image and the quality of services provided as a result of the implementation of RPD’s mid-term Communication Strategy and the Action Plan, thus becoming closer to the participants of the traffic.”
TCS also provides support to the RPD in the strengthening of their institutional capacities in the area of mobilization, in the framework of public-private partnership, of additional financial resources, necessary for the implementation of priority projects in the area of road safety, as is the road safety surveillance project.
