EU High Level Policy Advice Mission Helps Moldovan Authorities Advance the Public Procurement Reforms

July 27, Chisinau--The EU High Level Policy Advice Mission to the Republic of Moldova launched today a series of seminars to increase awareness and to raise the profile of public procurement reform on the political agenda in Moldova.

Entitled “Recent Developments in Public Procurement – the Direction of EU Public Procurement Reforms”, the first seminar brought together representatives from the Ministry for Finance, the State Chancellery, the Public Procurement Agency, the Ministry for Economy, the Ministry for Justice, the Ministry for Health, the Ministry for Transport and Infrastructure, the Ministry for Foreign Affairs and EU Integration, the Medicines Agency and the Court of Accounts.

The aim of today’s seminar was to introduce the future direction of EU public procurement policy reforms to Government stakeholders and to discuss the substantive effects of EU reforms on the Moldovan process of law and policy approximation to EU standards in the field of public procurement. 

Public procurement reform is one of the major priorities for Moldova which will contribute to ensuring a better functioning of the country's market economy, fighting corruption, advancing on EU integration efforts and to achieving the best value for money in regard to the goods and services purchased by a vast range of public bodies. In January 2011, the European Commission issued a detailed Green Paper on public procurement reforms which are a key aspect of the EU integration and law approximation process and the forthcoming Deep and Comprehensive Free Trade Agreement (DCFTA) negotiations in Moldova.

Organised in cooperation with the EU Twinning Project “Support to the public procurement system of the Republic of Moldova” currently working at the Public Procurement Agency, the seminar featured several key speakers to address this event, including Mr. Sandor Szalai, Public Procurement Policy Directorate (Desk Officer Moldova) European Commission, Mr. Stefan Creanga, General Director of the Public Procurement Agency, and Mr. Corneliu Burada, Director General of the Romanian National Authority for Regulating and Monitoring Public Procurement.

The EU High Level Policy Advice Mission to the Republic of Moldova is working with the Moldovan authorities since early 2010 to promote the EU Integration agenda, support the advancement of the Rule of Law, assist in economic policy reforms, enhance institutions and build capacity and provide ad-hoc advice to Government authorities.

The Mission’s Team of 15 senior High Level Policy Advisors is working closely with a range of Government Ministries and Agencies. Advisory support in the field of public procurement - and touching on each of the objective areas of the Mission – is being provided to the Ministry of Finance and the Public Procurement Agency in the context of the development of the Moldovan public procurement system in line with EU norms.
