A study on the assessment of the existing legal framework on public resources accessibility by social service non-profit organizations in the Republic of Moldova was launched
Chisinau, May 19, 2011 -The study, prepared under the project "Better Opportunities for Women and Youth" presents an overview of the legislative and regulatory framework in terms of opportunities to access public resources by civil society representatives - social service providers. However, the study identifies differences and gaps in the basic legislation, propose harmonization recommendations in this regard and offers examples of best practices/models used in other countries in public-private partnership area regarding social services provision. The study elaboration represents one of project activities to improve public resources access conditions of the NGOs providing social services. According to the authors of the study, wider involvement of civil society in developing and implementing social policies, including subsidies from the state or contracting of social services is a precondition for reducing the risk of social exclusion and poverty, which also reflects the effectiveness of the country's social protection system. "Better Opportunities for Women and Youth" Project is implemented by UNDP in partnership with the Government of the Republic of Moldova, with financial support provided by the Romania Government and "Emergency Fund", an international program created by George Soros in the summer of 2009 to mitigate the adverse effects of global economic crisis in Central, Eastern, South-Eastern Europe and Central Asia.
