The Report on „Approaches to Social Exclusion in the Republic of Moldova. Methodological and Analytical Aspects” has been launched.

Chişinău, 25 February 2010 –A study on social exclusion, developed for the first time in the Republic of Moldova, has been launched today in Chişinău. The respective paper titled “Approaches to social exclusion in the Republic of Moldova. Methodological and analytical aspects” presents data on the evolution of the social exclusion concept, characteristics of the dimensions of the named phenomena in the Republic of Moldova, causes and processes generated by it, weak institutional support mechanisms, discriminatory legal framework, including the political and institutional barriers, social values and cultural practices. Moreover, the paper introduces the characteristics of the conditions that impede certain groups of population to benefit from their cultural, political, economic and social rights.
Poverty and poverty related problems persist both at national and global levels, determining specialists in the respective field to analyze the causes and mechanisms that underpin the current status in order to reduce the social exclusion risks. In support to these efforts, the authors of the paper tried to deliver a precise methodology for monitoring and evaluation of the social exclusion and cohesion, based on country caracteristics, making use the entire range of monitoring systems both at European and global levels.
The paper proposes for the first time the development of a set of national indicators to measure, monitor and evaluate the social exclusion phenomena and tendencies in the Republic of Moldova, implemented sector policies, offering a complex analysis of their impact on the quality of living standards. The methodological approaches linked to the usage of these indicators are important and relevant for the Republic of Moldova given the fact that they will serve as instruments to the finalization of certain social policies supporting groups of population exposed to the social exclusion and poverty risks, with the aim of developing a cohesive society based on the respect of citizen’s rights. The timeliness of the above mentioned paper is also dictated by the fact that 2010 has been chosen by the European Commission as the European Year for combating poverty and social exclusion.
„The lack of a set of definitions and measurement indicators for the social exclusion in the Republic of Moldova reduced the usefulness of this powerful concept as an analytical and policy-making tool. We hope that the Report launched today and its contents will encourage us to use statistical data on social exclusion for evidence-based formulation, implementation and monitoring of policies on social inclusion, addressing the poverty situation of the vulnerable groups and ultimately improve the lives of the people in Moldova”, has been mentioned by Kaarina Immonen, United Nations Resident Coordinator in the Republic of Moldova.

The publication has been developed with the support of the United Nations Development Programme and the United Nations Development Fund for Women and published within the framework of the joint UNDP, UNIFEM, UNFPA and UNICEF project on Strengthening the National Statistical System of the RM, with the financial support of the Swedish International Development Cooperation Agency (Sida).
