The European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) Advisory Board meets in Chisinau

Chisinau, 11 October 2010. At its 15th meeting the Advisory Board of the EU Border Assistance Mission to Moldova and Ukraine (EUBAM) reviewed the Mission’s achievements supporting the development of EU standards in border management with the Moldovan and Ukrainian border guard and customs services, law enforcement agencies and government institutions. Although the meeting was held in Chisinau, high-ranking representatives of Ukrainian institutions were also present, showing the high priority given by both countries to the enhancement of border management on the common border.


The Advisory Board took note of the EUBAM Activity Report from 1 June to 30 September 2010 and highlighted the good cooperation between EUBAM and the partner services in a number of areas, including:   

  • implementation of the Joint Customs Declaration,
  • upgrading of information exchange,  
  • implementation of joint border control operations,
  • common analytical work,
  • capacity building,
  • training programmes,
  • and public communication.

The Board drew attention to the success of the 7th Joint Border Control Operation ‘TYRA 2010’ that was completed on 15th September 2010, particularly regarding the extent of the seizures that resulted from the Operation.  The Board took note of the Mission’s support to the implementation of the Integrated Border Management (IBM) concept in Moldova and Ukraine, particularly the systematic involvement of EUBAM in the development of the Ukrainian and Moldovan IBM strategies.


The Advisory Board is composed of high-level representatives of the Moldovan and Ukrainian border control and law enforcement agencies, the European Union, the EU Special Representative for Moldova, the United Nations Development Programme (UNDP), as well as the Organisation for Security and Co-operation in Europe (OSCE).


The following institutions have observer status: the Ministries of Internal Affairs of Moldova and Ukraine; Ministries of Justice of both countries, the Information and Security Service of Moldova, Security Service of Ukraine, the General Prosecutors Offices of both countries and the International Organisation for Migration (IOM).
