Creating a Single Window in Straseni - a tool aimed to streamline local public services

Chişinău, 18 November 2009 - Over 1,100 businesses and more than 4,000 households from Straseni will have access to a consolidated and operationally effective public services in the area of construction, given the newly established Single Window for issuing authorizations, certificates of urbanism and technical expertise in the area of construction, urban planning and monitoring, opened today at the Straseni town hall. The Single Window was created under the initiative "Local Economic Development" implemented by the Integrated Local Development Program and supported by the UNDP Moldova and Straseni Town Hall.

The initiative belongs to Straseni Town Hall representatives and subsequently stipulated in the framework of the Local Economic Development Strategy recently developed by the UNDP Moldova experts and local authorities, identifying the town's development needs and priorities, one of the latter being implemented by the present project. The spectrum of services provided by the Single Window is very broad and covers the major part of authorization needs of individuals and private sector in the area of construction, including: advisory services on the preparation, as well as issuance of necessary documentation in the construction and town territorial management area. As well, the Single Window represents a bridge in facilitating the approval process with all specialized state services de-concentrated in the region. In addition, the Single Window provides construction design services, topographic, geodetic and cartographic surveys, for which the Window obtained all necessary licenses. The offices of the Single Window have been renovated, furnished and provided with modern equipment and specialized applications through the UNDP Moldova's contribution amounting 299.950 lei and Straseni Town Hall with 75.000 lei.

"The Single Window comes to solve many problems of our community, and namely: avoid duplication and red tape records in releasing and processing the documentation in construction; efficient cooperation with all services involved in the process of issuing construction authorizations and certificates or urbanism; ensure a dynamic development of private as well as of the local and regional economic sectors' initiatives; reduced unemployment and corruption and improved employment opportunities. With its opening, the Single Window offered 9 new jobs and plans to increase its capacity up to 16 jobs meantime. Looking ahead, we plan to expand our services to the district level," said Constantin Priguza, Mayor from Straseni, at the opening ceremony of the Single Window.

According to Sergiu Bejan, Director of the Single Window, the first certificate of urbanism has been issued in 24 hours, yet the beneficiaries are forced to wait at least 5 days to obtain it, following a time consuming procedure.

The project was implemented by the Integrated Local Development Program ILDP/UNDP Moldova that contributes to local public administrations' capacity building in planning, implementing and monitoring its development programs and provision of efficient public services with the contribution and participation of local community and civil society.
