AN UPGRADED RESULTS MANAGEMENT SYSTEM WILL PROVIDE DATA FROM THE POLLING STATIONS ON THE ELECTION DAY
"In the past, election results were available only from the national and district level. With the updates coming directly from the polling stations, we hope to improve the transparency and access to results reporting on the election day", William Hogan, Chief Technical Advisor to CEC, said. The EU and UNDP electoral assistance project also helped CEC carry out a nation-wide voter education campaign including for Moldovans living abroad, supported the process of compilation and verification of voters lists and created the first-ever Media Centre to improve media's access to information about elections, among many others. On July 29, the Media Centre will offer domestic and international journalists the opportunity to access the CEC results management system as the turn out figures and the results are being reported. Along with other international organizations, the project supports the observation of the elections by the League for Defense of Human Rights in Moldova (LADOM) which involves 2000 short term observers on the election day as well as a parallel vote count whereby the results from the polling stations will be transmitted to LADOM office in Chisinau for release during the following day. The ongoing EU and UNDP project aims at supporting democratic development in Moldova through strengthening of the electoral processes over the 2009-2013 electoral cycles with immediate emphasis on the 2009 parliamentary elections. Its specific objectives are to improve voters' registration through the use of information technologies, better enfranchise voters from abroad through out-of-country voting activities, i.e. outreach and training for polling staff (implemented by IOM), develop the capacity of the election management bodies (through establishing a permanent training system with internationally certified trainers, through improving the planning and budgetary processes in the Central Election Commission (CEC), application of IT tools), increase the CEC's role in media and civic education, and provide legislation, electoral reform and judicial assistance to improve the handling of complains related to election events.
