The first National Certificates on Computer Operation awarded to public servants

March 23, 2007, Chisianu.   The first National Certificates on Computer Operation were awarded to a group of public servants that attended the computer training courses in the framework of the pilot project on Information and Communication Technologies (ICT) training of 150 civil servants.

The certificates were awarded by the rector of the Public Administration Academy, Mr. Alexandru Roman, being assisted by the rector of the Technical University of Moldova, Mr. Ion Bostan, and the Information Society Development director of the Ministry of Information Development, Mr. Nicolae Cristea.

The training courses were organized under the aegis of the Academy of Local Public Administration for a group of 25 civil servants representing local administration of Chisinau, Ialoveni, Straseni, Dubasari, Ungheni and other rayons.  These trainings are a part of a training series planned for 3 regions of the country: centre (Chisinau), North (Balti), and South (Cahul) and will serve as support to adjusting the framework of training, testing and certification of civil servants on ICT according to the electronic Governance Concept.

The framework of training civil servants in applying ICT in their activity was elaborated with the support of the UNDP project „Implementation of the e-Governance component of the National Strategy “e-Moldova” and the main partners – Ministry of Information Development and Academy of Public Administration under the Presidency of the Republic of Moldova.  The training courses are implemented with a purpose to raise the level of awareness of electronic governance and ICT importance as efficient tools of raising the quality of public services delivered to citizens and businesses.

The concept of electronic Governance stipulates ensuring access to official information, delivery of electronic public services to citizens and businesses, improve the quality of public services, increase the engagement of citizens in the process of governance, improve the efficiency of public administration activity; and consolidate the democracy and the state of law institutions.  The implementation of electronic governance will also ensure transparency of the public administration activity, increase the competence and abilities of the public administration employees in the use of information and communication technologies.
