Background

Under the guidance and direct supervision of the UN Resident Coordinator/UNDP Resident Representative (RC/RR) and secondary supervision of the Deputy Resident Representative (DRR), the Communications Analyst implements the corporate communications strategy, as well as provides inputs to the design, management and implementation of the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP and UN in Moldova.  

The Communications Analyst is part of the Strategic Support Team, coordinates the communications staff/consultants of the country office and projects and leads the UN Communications Group which consists of the Communications Officers of the UN Agencies in Moldova. The Communications Analyst works in close collaboration with Programme and Operations teams, UNDP projects, staff of other UN Agencies, UNDP HQs staff (Communications Office) and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP/UN communication strategy implementation.

A communications strategy tightly linked to programme priorities helps position the Country Office in key development markets as a leader in ways that boost demand for various service lines and increase overall business opportunities.

 

Duties and Responsibilities

Summary of Key Functions:

  • Planning and design of internal and external strategies for communications and outreach;
  • Implementation of the publications strategy and plan;
  • Developing content and keeping up to date the UNDP web site and social media accounts
  • Support to communicating results through campaigns, outreach and sharing information
  • Facilitation of knowledge building and knowledge sharing


Ensures planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results:

  • Preparation and conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc).
  • Drafting/editing of CO communications and outreach strategy based on the corporate communications strategy.
  • Provision of advice to programme and project teams to ensure standardized approach to the design of communication strategies and planning of actions, as well as practical guidance to communications consultants/ teams in projects.
  • Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of UNDP’s development programme during programme formulations.
  • Provision of advice to management and inputs related to communications at the project formulation and budget writing stage.
  • Efficient coordination of the UN Communications Group, including organizing regular meetings, reporting on decisions and results to UN Country Team, developing work plan and organizing joint events, among many others.


Ensures implementation of the CO publications strategy and plan focusing on the achievement of the following results:

  • Implementation of the CO publications strategy and plan, based on the corporate publications policy.
  • Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues.
  • Coordination and management of CO publication activities, such as content management, norms for publishing, design, etc.
  • Contact with printers and other suppliers to ensure production and ensure publications dissemination.
  • Close collaboration with Communications Consultants in various projects implemented by UNDP and the UN to ensure that results are communicated in due time and in line with the corporate guidelines.
  • Monitoring of UNDP visibility and presence in the public space (including social media); recommending adjustments in the communication strategy and specific actions based on the context.

 

Develop content and keep up to date the UNDP web site and social media accounts  focusing on achievement of the following results:

  • Update  the office web site based on corporate requirements.
  • Preparation of the content for the UNDP and UN web sites as well as social media accounts to ensure consistency of the materials.

 

Providesupport to communicating results through campaigns, outreach and sharing information focusing on achievement of the following results:

Launches and campaigns

  • Promotion and maintenance of public information campaigns on UNDP activities, UN Reform, results of MDGs and post-2015.
  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
  • Packaging and submission of programme initiatives for donor review in collaboration with programme/projects staff

Outreach

  • Maintenance of increased coverage and understanding of the UNDP’s work in the country or practice area through regular media contacts and provision of newsworthy information to national public and, where possible, donors.
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  •  Forging of a “one UN” image through publicizing the significance of local and global UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, Human Rights Gala of Awards,  etc.)
  •  Ensured access for journalists to subject matter experts.
  • Preparation of donor reports, civic education and community awareness where appropriate to support projects.

Public information

  • Effective responses to inquiries for public information materials.
  •  Provide inputs for innovative and creative solutions to sensitive or corporately strategic public communications issues.
  • Contribute to advocacy and promotion of UN/UNDP mandate, mission and purpose.

Required Skills and Experience


Education:    

  • Master's degree or equivalent in media relations, journalism, publishing or another relevant area.

Experience:    

  • Minimum 2 years of relevant experience at the national or international level in public relations, communications or advocacy.
  • Previous experience with a multilateral or international organization is an advantage.
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language Requirements:    

  • Fluency in English, Romanian and Russian.
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
