Background

UNDP in a partnership with the NGO Center for  European Policies” (CRPE) starts a project   “Strengthening Capacity of the National Integrity Commission (NIC) of the Republic of Moldova” (Support to NIC) aiming at  achieving a stronger capacity and the efficient functioning of one of the main anticorruption institutions in the Republic of Moldova – the National Integrity Commission - through developing the institutional, functional and technical capacities and through developing an enabling legal environment for the institution. It will also seek to promote increased awareness of and respect to the integrity and conflict of interest legislation across the public institutions and civil service. The project will support the reform agenda and commitments undertaken by the Government of the Republic of Moldova in the areas of anticorruption, transparency and accountability of the public service.   

The overall Objective of the project is to contribute to strengthening the capacity of the National Integrity Commission (NIC) so that this institution becomes able to ensure integrity, transparency and objectivity in the context of the national corruption prevention efforts in the Republic of Moldova. As a Result, the NIC will evolve into an effective corruption prevention institution as a strong part of the national anti-corruption system in the Republic of Moldova contributing to establishing a modernized public administration system characterized by increased transparency, accountability and efficiency.

The project consists of two inter-related components aiming at the development of the NIC institutional capacity and at creating an enabling environment for the NIC. In line with the National Anticorruption Strategy Action Plan for 2014 - 2015 and the EU – Republic of Moldova Association Agreement Action Plan the project will support developing and enacting the NIC’s Institutional Development Strategy, Internal Rules of Procedure and will expose the institution to the best practices developed in the peer institutions in the EU countries through learning and exchange activities. At the same time, capacity of the NIC in the implementation of its functions related to the corruption prevention will be strengthened in the analytical and methodological areas. The NIC will be assisted in consolidating the relevant legal framework and in establishing and maintaining partnerships with other public institutions, mass-media, the Civil Society and with the relevant international bodies and peer institutions abroad.

 

Duties and Responsibilities

Under the overall programmatic guidance and direct supervision of the Democratic Governance Cluster Leader, the incumbent provides effective technical assistance and guidance for the implementation of project components through a range of actions contributing to the design, planning, management, monitoring of relevant project activities and reporting on the progress and results achieved. The Project Manager applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations. The Project Manager works in close collaboration with other project partners, with Programme, Operations, Communications and other programme teams in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/programme-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

The Project Manager, under the supervision of the Democratic Governance Cluster Leader and in close cooperation with the UNDP country office, will ensure the provision of development services and products (commensurate with the scope of the Project and assigned area of responsibility) of the highest quality and standards to national counterparts and clients through applying HRBA and GE approaches.  More specifically:

Ensure effective support for project implementation:

a)    Ensure the timely and efficient delivery of Project outputs and products, as per the Project Document, leading to the achievement of expected results;
b)    Be responsible for the implementation of the activities under the Project work plan according to indicators for achieving planned results, in accordance to UNDP rules, regulations and procedures;
c)    Liaise with project partners and the UNDP office to ensure that project results are achieved and the resources are managed efficiently and effectively;
d)    Elaborate the project work plans, periodic narrative progress and final reports and expenditures status reports to be presented to the Project Steering Committee;
e)    Effectively manage human resources pertaining to the Project, including staff, consultants and short-term experts; conduct periodic performance appraisals; build, lead and motivate the team;
f)    Manage efficiently the financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;
g)    Continuously record and maintain relevant Project activities, issues, risks logs, etc.
h)    Lead and coordinate the organization of meetings, workshops, conferences, trainings, study tours and related activities relevant to the implementation of the Project;
i)    Maintain a continuous effective dialogue with the key stakeholders, partner organizations, international and national advisors and experts in the areas of the Project intervention in view of identifying synergies and avoiding overlapping of assistance;
j)    Ensure high quality information and visibility of the Project activities to the mass media and stakeholders and support mechanisms for exchange of information, experience and lessons learned;
k)    Perform any other duties connected directly with the implementation of the Project as required.

Knowledge Management and Sharing
a)    Assist in coordinating the exchange of information internally and between the Project partners
b)    Ensure timely and proper documentation of the Project implementation process and products produced in accordance with the UNDP guides.

Key Results:
The key results have a direct impact on the overall successful achievement of the UNDP Strengthening Capacity of the National Integrity Commission of the Republic of Moldova Project results.

Required Skills and Experience


Education:

  • Master’s Degree or equivalent (5-year university education) in law, public administration, management or other related areas.
  • Additional training and certification in project management and/or anticorruption is a strong advantage.


Experience: 

  • At least 3 years of progressive working experience in the design, management and implementation of projects and/or working in a relevant position to this post. Preferably experience coordinating capacity building or anticorruption initiatives and projects, particularly with civil society organizations, media, or public sector.
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is a very strong advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in oral and written English and Romanian.
  • Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.
